Gunner paused in the door of the conference room, his eyes sliding up to the clock on the wall. Its two black hands told him he was actually five minutes early, but he held back the correction despite the impulse to say it.[break][break]

A black cloud hung over Greyson Connors, and Gunner had no interest in getting on the man's bad side.[break][break]

Instead, he took a seat at the long table in the center of the room. There were too many chairs for just the two of them. "All right."[break][break]

Turning on his tablet, he pulled up an official report from the HBIC. "Team Rocket managed to secure the Seal Stone without any significant losses that we're aware of, yet two official government personnel and one Ranger Captain have gone missing."[break][break]

He looked Greyson in the eye.[break][break]

"What factors do you think contributed to this failure?"

The little tics of Greyson's immediate, nonverbal response did not go unregistered by Gunner. He didn't comment on them, however; he merely waited until the other man could put thoughts into words.[break][break]

Greyson's answer wasn't what Gunner expected, however. Not based on such a physical response.[break][break]

"We could always use more training," the agent conceded with a tilt of his head. "But I'm not sure that's all it is."[break][break]

Using the tablet, he flipped through profile after profile of all the League operatives who'd assisted in Dewford Town and Granite Cave. Many official personnel were battle-hardened veterans, having cut their teeth on previous missions against Team Rocket.[break][break]

So what was the problem?[break][break]

"Our coordination and communications were all solid. Our healing teams did an amazing job putting us back on the frontline in no time. We tore through our supply of artifacts obtained from the Wilds. I guess we need to be asking ourselves: what does Team Rocket have that we don't?"

As much as Gunner hated to attribute any positive qualities to Team Rocket, he had to agree with Greyson's assessment. A ferality existed within those terrorists, an insane and single-minded drive. It possessed them to do terrible things. Torture. Murder.[break][break]

Near-suicidal operations in the heart of an alien realm.[break][break]

"We need people to care," Gunner said with a sigh. "Team Rocket will continue to trounce us at every turn if we don't commit to the protection of Hoenn as much as they commit to its destruction."[break][break]

But how? He put the tablet down and stared through it, pensive.

Gunner shook his head at the suggestion of incentives. "Those won't work. Maybe they will for a little while, and for the little things. But once you ask someone to risk their life, they either have the conviction to do it, or they won't."[break][break]

At least on Gunner's end of things, spies were selected for their conviction. The desire to protect Hoenn no matter the personal cost had to run deep, or they wouldn't make the cut. It was a sacrifice he did not expect many to make.[break][break]

"Team Rocket has nothing to lose, and we have everything to lose," Gunner said. He hated how true that statement was. "Not only that, but they have killing intent. I can't say the average person has the stomach for that."[break][break]

It was like fighting a cornered Pokémon. Even if the League had excellent defensive capabilities, the Rocket's murderous intent gave it an unfortunate advantage.

Gunner rose to his feet, picking up the tablet as he stood. "When Pokémon go feral, like the Shadow Pokémon in Team Rocket's possession, the surest way to remove them as a threat is to exterminate them. The people who work for Team Rocket are no different."[break][break]

It was an opinion he hadn't had the chance to voice to many. Most wouldn't be able to stomach it, after all.

Gunner shrugged his shoulders, unconcerned with rules. "Rules are good for the average person. But they only get us soldiers so far."[break][break]

Neither he nor Greyson were soldiers in the proper sense of the word, but with the way conflict in the region was escalating, they might as well have been.[break][break]

"We do need to gather more intel on their Avatars. My understanding is that they don't have too many — at least, not compared to our numbers. But if we can take even those away, we can deal Team Rocket a massive blow."[break][break]

Gunner considered the best course of action, especially considering the plans Melody Miro had divulged to him earlier that year.[break][break]

"I'll speak with my superiors and see what can be done. What will you do in the meantime?"
