They gave him two days.[break][break]
It’s not a lot, but it’s long enough for him to pull himself together. Navy wakes up, shears off two day’s worth of stubble, climbs aboard Ironsides, and charts a course for League HQ.[break][break]
He drifts between two lives as he soars through the sky. One moment, the Pale Rider. The next, Navy. Back and forth, revolving between what is and what once might have been. His mind dwells on the figurine of Zacian carved by a daughter he never had, a letter written in her hands…[break][break]
And he remembers very well what FERNANDO SILPH did to the daughter he does have while the girl was acting on his orders. Hyakkaryōran Tsubaki’s survival is a miracle. Hatred boils, mingled with fear. He doesn’t know what he would have done if he’d lost her – least of all to his own orders.[break][break]
He lands fifteen minutes before his appointed meeting time. He makes his way to the man’s office, waits his turn. When, inevitably, his name comes up, like a child being called into the principal’s office, he walks in with the same casual energy he gave authority figures in his youth.[break][break]
“Silph.” He greets the man who holds the whole world in his hands, only to offer a slight correction. “Councilman Silph.” There has to be some distinction between Fernando and Matias. Plus, nominally, the man is his boss.[break][break]
“Never done an official League debriefing before, what do you need me to do?” He tries to seize what control he can, move things along, not focus on all the things he wants to say to this man. They’ll come out, he’s sure, but for now he tries to play his appointed role.

navy chances upon a rare instance. despite coming to councilman silph’s office, what he sees is not the backside of a computer monitor but rather the expectant stare of someone who’s focused on his visitor.

his desk is bare beyond his normal standard. a temporary laptop, that has already taken its place on the sidelines, is the only thing of note. the sound of constant keystrokes—the ambiance illeana reyes, Callan Young, and other visitors would come to expect—is notably absent.

work, while important, has taken a backseat to adjustment.

coming back from a lifetime of memories and distortions have made it harder to multi-task. to divide his attention surgically as he had in the past.

“a formalized report it the typical procedure. however, the nature of this mission makes that hard to define—what happened and our distorted perception of what we think we saw.”

his far hand rests on his laptop’s trackpad. just because it’s off to the side does not mean he abandons his tool. it waits, subject to fickle thoughts and necessary conversation.

“instead, we’ll discuss and dig into the details. i’m another reference to reinforce or dispute what you think you saw.”

Before he draped himself in duty, he was a private investigator. Old habits die hard. Navy pulls out a little black book. The moleskin is fresh. It hasn’t accrued scars and souvenirs to mark it as truly his yet. Turning the pages, he looks through notes made while everything was still fresh. Focus on the task at hand, don’t get bogged down in the anger, the grief, the anguish. That’s the sort of creature Michael Navidson is.[break][break]
“Unless you know differently from me, Rocket got their intel on the battle around the same time we did. It was a scramble on both sides to get there. Honestly…it was kind of overboard. Both head rangers, every gym leader except Faber and Maher, every member of the council who wasn’t captured at the time, plus the Elite 4. My own observations based on records pulled from Sootopolis and other incidents suggests Rocket fielded all their top guys, too.”[break][break]
His voice is even, focusing on the report. Confident in his findings, throwing in an opinion for good measure. Dancing around the Copperajah in the room.[break][break]
“Goode called what they were fighting the Pokemon of Ruin. I don’t know what that means, and I didn’t recognize them. Seems to me like they’re good at influencing people to think or feel a certain way. Forgive the pun, the shield hero got dog piled by Rocket. Our side did good defending the sword hero. Some people on both sides tried to run into the tomb during the battle…”[break][break]
He looks up from his notes, meeting Silph’s eye. What stories that eye must have seen, what splendors woven by the mind just behind the eye. Somehow, he feels like that eye meeting his is a symptom of Galar – a rarity, a human weakness of the normally unshakable councilman.[break][break]
“…at which point, you decided to collapse the tomb.” There’s more to say, but why say it now? Why overwhelm the conversation when he can let the man speak for himself? Navy tries to hide a flash of mingled anger and curiosity, a detective’s desire to delve into the heart and understand why.

They can go somewhere else and rob anywhere they want, if they’re smart.” He offers by way of explanation. “Guess we’re lucky Rocket didn’t do that. They can dance around this for the next hour or he can just address it. He tries to hide the ire from his voice. Hell, he doubts the man would notice, or care to notice, given his manner and mood.[break][break]
“Why’d you collapse the tomb? Some of our guys were inside.”[break][break]

“PERHAPS,” never really means that. it’s his way of disagreeing while being respectful–without downright telling the person opposite him that they’re wrong.

“but the value of those pokemon and the after math outweigh anything they could steal. or, perhaps, you’d like another repeat of dewford?”

a typical sore spot for the league considered their assumed victory and acquisition of the SEAL STONE.

his question doesn’t quite faze fernando but it’s not one he expected. the connection remains unknown. lost among the countless other details strewn throughout the operation.

“orders were to confront the pokemon as a united front. our objective was to assist zacian and zamazeta. which in their case was to prevent the pokemon of ruin from entering the tomb. entering the tomb before hand is, ultimately, counter productive to both our objective and the operation.”

“Sure, sure.” He says, playing it cool still. That little perhaps wasn’t lost on him, or its implication. There was a single moment where Navy huffed a ‘huh’ that was halfway between understanding and laugh. The sort of noise you don’t make to the principal.[break][break]
“But our people were in there, too. Probably thinking to counter the inevitable Rocket attack on the tomb.” That’s the rational argument, he tells himself. “The heroes were there for a reason, same as the treasures. Sure, the people who investigated went off script, pivoted from the League’s orders a little, but…”[break][break]
His eyes focus on Ferando’s again. His voice is hard, trying to prep for the fight he sees coming.[break][break]
“…that’s no reason to kill them. We’re lucky nobody died when you collapsed the tomb.”

there is no tonal swap behind his words. or rebuke to be had. fernando states his words as if they were law. scientific and factual. like reading straight from a textbook.

“but we no longer live in that era; these operations affect more than just us on the field. diverting a meteor that will obliterate our region, sealing instable dimensional rifts that threaten to split the world, and suppressing pokemon that can suck us into medieval history.”

he is unwavering in his conviction.

“it is imperative that those who wish to prevent these tragedies do everything they can to prevent them. in high stress environments with too many actors, that means falling in line.”

“So, what?” He’s taken aback by how utterly cold the man’s words are. It is a rare thing indeed for a man to live up to his own reputation. “If someone doesn’t fall in line, we kill them? Is that the League’s marching orders or yours, councilman?” His own voice heats, remembering the years of dissent and doubt that kept him from jumping on the frontlines sooner.[break][break]
“People’s lives matter, Silph. How did you know collapsing the tomb wouldn’t cause some chain reaction that would kill everyone there while we were knocked out? I’ll say it again, they were there for something. Unless you have info I don’t, we still don’t know why those four Pokemon were at the tomb.”

“DURING METENO,” he states with impunity, “there were league members who did not agree with our decision to send the meteor to sea!hoenn. they believed it would be better that you and i died with our region instead of wiping out a foreign albeit hostile civilization.”

the mild sound of something shuffling sound under his desk. movement, but from something small. a pokemon, perhaps?

“and, in the office of someone who must look out for the best interest of the region and it’s people, that meant making sure the meteor was successfully diverted from this region. should a league member, or rocket, attempt to destroy the teleportation stations, it is my duty to dispatch them.”

he does not shy away from the subject matter.

“the same goes for the latest operation with the ruinious beast. we already knew what was in the tombs, along with the pokemon’s intentions. hence, why collapsing them was in our best interest.”

“Yeah, we did?” Navy asks, half serious, half sarcastic. “Would’ve been nice if the gym leaders had been told ‘bout that.” That’s a bad note to end the remark on. There’s more to say, more to dig out.[break][break]
“Was it the sword and shield? The ones that got destroyed in the battle and put us in the starring role of a fantasy film? How in the hell did they end up in Hoenn?” He slips into thinking out loud, another bad habit from his detective’s days.

“Josh Devlin and Hideo Kino. It’s not really what you’re asking, but Lopez, your brother, Colonel Douglas of AQUA, and Dr. Morales were also closer to Zamazenta. Both Fairburne and Livy rallied around Zacian. Look…a lot of this is reacting to a battle that clocked in at under three minutes before we all got knocked out. We’d probably have formed coherent battle lines if we had the chance.”[break][break]

“Here’s what pisses me off, Silph: you’re not the military guy on the council. If you were, or if that was their policy, sure. Treat ‘em like enemy combatants. Release a statement. throughout this, fernando’s demeanor and tone refuses to change. the confidence behind his words—his actual belief—is as textbook as someone reading straight from pre-written speech.

“those who cannot should abide by formation lines, or, should they be incapable of that, find safety from the rear lines.”

but enough about that. some things can be squashed with a simple declaration.

“however, you are wrong about war efforts. you will find, mr. navidson, if you want any consistency, i am the council member responsible for most aspects of the league, whether it be in title or informal.”
