Howard Slayte's existence had become little more than a dull ache.

It was more of a gnawing pain than an ache. Existing was misery, but it was misery equitable with life. He stared up at the ceiling, expression painful and twisted as a mass of machines circulated blood, oxygen, and everything that was needed for life. Another sifted latent shards of Dynite Ore and poison from his bloodstream. It was a constant process. Slow.

It was also very expensive.

Yet he was leagues better than the first few days of recovery, where what little of the admin's psyche had been dedicated to clawing and scratching and gnashing teeth, when his mind threatened to slip away and flee.

This was the price he paid. Retribution from on high, for the cardinal sin of betrayal.

"Fuck..." The sheets were too heavy. His skin was too raw. "It hurts..."

The window was open. The breeze was painful, but he couldn't close it. It was his only connection to the outside world. After an eternity, the admin felt a familiar sensation.

“Hey, Howard.” He grabs one of the chairs, turns it around, and leans against the back while he faces his friend, his enemy. Mist hangs about the room, up to a man's knee. It wisps out the open window in a flutter of white air. “Funny. They put you in the same room I was in before the Loyal Three snatched everyone.”

An eye fluttered open, red and bloodshot. Closer inspection revealed remnants of Eternatus's leavings floating within the eye. If the admin could see, he didn't show it. Yet his hearing worked, and Howard reacted to the sound of the Warrior's voice. He stirred, and the machinery stirred with him.

"Navy?" His eye searched the room, seeing little. It narrowed in on a fuzzy silhouette sitting on a chair. "Is that you?"

The admin's Key Stone and hat sat on a table, unattended. At the foot of the bed, Shirley cracked open an eye, growling. She gave the sheriff a snort, snarling defensively, before closing her eye again.

"You're not here. It's another trick." Howard leaned back into his bed and sighed. "I can't even die quietly."

“Not dead.” The ghost says as he leans down, petting Shirley on the top of her head. He is long past fearing dragons and their kin. After the part she played in his story, he likes her the way one might an old friend.[break][break]
“Injured. Probably scarred for life, or at least a few months. But not dead.” His eyes focus on Howard, studying him and the stories written across his body. They’re told in bandages, surgical scars, and most importantly, the eye. The eyes always tell a story.[break][break]
“Cyan…” He grinds his teeth. The word bless was on the tip of his tongue, but he swallows it back down. The word feels wrong. “I guess the scientific way to put it is that I’m her avatar.” He hates the words as soon as he says them.[break][break]
“This is something I can do now. Guess our lives are both gonna be different, going forward.” A pause. He reaches for a cigar that isn’t there. He adds a word with derision. “Avatar.”[break][break]
“Really takes the romance out of it, don’t it?”

"That it does." Romance was a trivial term, but what better one was there for a trek through the garden towards knighthood? "That it does."

Avatarship. Navy was an avatar. It didn't surprise him, but the sheriff's contract was one that had sealed Howard's own. Sabotaging Dewford was a foolish scheme, but it had bore minute fruit that had saved the admin's head. One of Rocket's biggest threats forming a vow with another?

It shortened the admin's lifespan. Yet he'd find a way to skirt through. He always did.

"Congratulations." The admin's voice was dry. "You'll forgive me if I don't rise."

While Zaria and Navy had forged a contract, Regice had been skirted away to storage to be inspected. It was technically under Shred and Grigori Sokolov while the admin recovered, but it would return to him soon, once its repairs were finished.

And it repaired remarkably quickly. Its new heart functioned well.

"Figured your powers out, yet? Besides the swords?"

“Nineteen people died ‘cause of what you did, Howard.” His voice loses all traces of warm or friendship. They are harsh words, cruel words, but Howard must bear them. It was his command that killed those people as much as it was Navy’s trust. It is a cross they bear together, with Howard cast in the role of villain.[break][break]
“Most of them very old or very young. We found the Hannigan boys frozen solid up in the rubble. Think they were camping out and got caught when Regice busted up through the cave. All three frozen solid.”[break][break]
“Mrs. Smith and her granddaughter Nancy, too. You probably never met her. She had dementia. Nancy died trying to get her grandma up and get her to the bunkers. Dunno if it was Regice or a stray Pokemon move that killed ‘em. They call me a hero when that girl died doing something like that, when it would’ve been the easiest thing in the world to let her grandma die alone…”[break][break]

"They're wrong." A rattling wheeze followed. "We'll have to do better."

No matter how many times they fell, they had to rise again better men. Their trek through the garden had strengthened the sheriff's resolve, yet the admin's war with his corrupted self had given him clarity. It was still up to him to take the next step.

In spite of all their 'heroics', with Pokémon at their sides that could dictate the course of history, they could not save a girl and her grandmother. They could split the skies, freeze the oceans, and defend their world from greater threats, but the individual?

Crushed under a block of ice.

"But I know, Navy. Dammit, I know. This is my legacy. I will be rightly blamed for killing them, and you will be judged for failing to save them. Those nineteen will echo through history forever." His eye closed. "And in my mind until the day I die."

He remembered the Hannigans. He had run into them how many times during his inspections of Granite Cave. They were gone. He had killed them.

He had killed them.

"How's the island?"

Between them, council help, and my AQUA contract suddenly getting expanded, I think Dewford’s infrastructure will be fine.” A dry laugh follows the words, though the ghosts of dead townsfolk still haunt his mind’s eye.[break][break]
“Think I’m the first man in a coma to ever sign an AQUA contract. Probably any other legal document for that matter. There’s one for your history books.” Whether they lose or win, it’ll be one of those footnotes that men like Howard will find fascinating while putting every other child in the class to sleep. He wonders what else there is to say.[break][break]
“Lots of Garchomp running ‘round now. Probably going to have to ask Freya to take most of them in. Wouldn’t want them wandering around where humans could go. Not smart.” His eyes turn towards the door. “How ‘bout you? How have your Rocket buddies been taking what happened? How much did they see?”

"Most of it." Their eyes meet in silent understanding. What happened in the garden will remain in the garden. There will be theories of what occurred, even several accurate guesses. The admin has no doubt that Naomi Sato and Lulu Flint will run him through the wringer as they monitor his body.

It is the streak of white hair that gives them both away. Covering it up in Howard's state was impossible, and it gleamed like a million facets of a Tera Crystal carved into individual strands of hair.

"They saw what it did. They saw its destructive potential. As for how they'll act, I set the stage that drew Zaria to you. I was part of the coronation of one of Rocket's biggest nuisances." Howard chuckled to himself, wheezing as he did so. "Perhaps I'll be paying for those deaths with my own sooner than expected."

It didn't seem to bother the archaeologist, though. It was resignation. Shirley curled slightly, her pupil dilated as she regarded the Warrior. A beast from another era, barely confined by some primal measure of 'love'.

"You fucked up. They heard your little speech about standing with the Visionary." The admin took a deep sigh. "You might have killed us both."

Concern flares, but settles again as he logically processes one thing: Howard is alive. If they took that much offense to what he said, then doubtless he would have died already. No. They’re going to play a longer game. The Warrior closes his eyes, breathes.[break][break]
“I see.” He says, words that do not convey the emotions within. He’s learning how to keep a pokerface up. Surrounded by liars, each one better than he, he has to up his game.[break][break]
“They’re not gonna kill you. Blackmail’s their game. Thought it was the Dark Triad, not your Visionary.” He knew it was a roll of the dice. He knows that a clash with Naomi Sato must happen now, somewhere public, whether in the war’s first wave or somewhere after. It’s the only thing he can think of that will allow him to get ahead of the blackmail, or the propaganda.[break][break]
“Were I the guy half the League is, I’d remind everyone that most of the League stood with her during our prison break. Gonna guess she tried to kill Cyllora with the rest, judgin’ by how I saw an Unown attack.” But he isn’t. He’ll try and get ahead of this in his own ways, sow seeds, prepare for the coming storm.[break][break]
Damn you, Penny. He swears at the HBIC director. Painting her as a terrorist when she’s probably the most affable Rocket in their whole org.

"It's convenient to align yourself with your foes when your back's to the wall. Our war is built on eggshells." There's a hint of bemusement in Howard's eye as he regards the sheriff. "We're simply busying ourselves until the true war with Eternatus and the DRK Triad begins."

This was not the first war that had been fought. It was one of hundreds, and all eventually ended when both sides grew weary of fighting. In a world of history in the making, the battle between Team Rocket and the Pokémon League amused the admin to no end.

It was so... childish. Yet it was a dance Howard and Navy would move in sync to, should they ever meet on the battlefield.

"That's our nature. Not much we can do about it. We will fight and play the game." It was a game he hated and despised, yet it was one that had to be played. Howard clucked his tongue lightly, noting Navy's streak of white hair. "Arceus, we look old."

Another deep breath. A cough and a groan follows as a machine sifts Dynergy from the admin's blood.

"You'll have to make a point to do Admin Fox in on the battlefield." It's something they both know, but to speak of it is to give the idea life. "Try your hardest."

“I feel old.” Once more, he stands and glides to the window like a ghost. He looks outside at the peace purchased with Gabe’s life, so long ago. Do these people even know what’s coming? Do those left even care? How many of them are the old, the stubborn, the disenchanted? How many will die when the city is rushed by the League?[break][break]
Off in the distance is the great Dyna Tree. There sits an old king, heart wreathed in hate and rage, ready to help bring war to Hoenn. Navy almost wishes he could make a pilgrimage to that king and try to make peace. He wouldn’t make it through the city.[break][break]
“Don’t run to old age, Howard. Enjoy your twenties. Space-time or some other god will sap them from you before it’s all said and done.”[break][break]
He turns back and beholds Dewford’s Judas.[break][break]
“We’ll play our part when the time comes. We made Zaria a promise.” He plans to leave it there, but he decides he must not. “Don’t repeat that name. Not to anybody. That’s our secret.”

His request is a betrayal of all the admin believes in. The desire to chronicle and delve into remembrance is as necessary as breathing for one who purveys epochs.

"You ask much." His tone is begrudging, each word chewed on even as it is clipped before exiting Howard's mouth. In truth, it is not a large request.
