No matter how much Josh tried to convince Commissioner dahlia goode to meet up at Mauville Gym instead of the Pokémon League, he did not succeed. With Petalburg's fall and the densely-populated, strategically-placed city a juicy target for a Rocket takeover, bringing the Commissioner anywhere near the city was too great of a security risk. He had been to the Commissioner's office before, as well. Knowing it would be far too small for his Pokémon to run about, a compromise had been made. With one of the Elite Four's seats unoccupied, the two had agreed to have their meeting there. The last time he had been in the chamber was with Melody Miro over a meal. While this time it wouldn't be over lunch, there would at least be room for his Pyroar, Raging Bolt, and ashen Raikou to wander about.

"Thanks for making time to talk to me again, Commissioner," Josh greeted dahlia goode , gently running his left hand over the Beast's grey whiskers, the two truly in sync with one another. When he first inherited the Raikou from kyle lopez , he could barely control the legendary creature. After being in the Prismatic Penitentiary, losing two of his most beloved Pokémon to save MATIAS SILPH 's life from jayden cross 's merciless snow cat, and turning on fellow Leaguer robin coello to save an innocent life, even if Aqua Kennedy was on the other side of the aisle, he felt like he was in control of his inner self, and thus, in control of the Beast of his dreams.

A low rumble left the electric feline's throat, the Raikou's purr sounding like distant thunder. "I sent you an email not long ago wanting to discuss a few important topics about how I feel I can be of greatest service to the League. As you may be aware, the late Top Champion and his Patron, the Great One Ho-oh, left me a gift I had been chasing for the better part of half my life... that being Swift here," he gestured toward the black-and-white fanged predator. "And I feel the best way to use him... is as a war courier. Delivering valuable medicine, war reports too sensitive to transmit electronically, and the like. I know it may have slipped through the cracks, but I submitted a request for a new type of non-traditional challenge, beta-tested by Eduardo Hisakawa and FERNANDO SILPH . Was there ever a status update on its approval?"

"no, it didn't slip through the cracks." the commissioner takes a seat and crosses her legs. she pats the cushion of her chair before she graces josh with her full attention. "we've just had to reprioritize because of the war. apologies for the delay, but i'm sure you understand."[break][break]

her stoutland slumbers nearby. its heavy mop of fur seemingly transforms the dog into a fringe trim cushion that rolls around ever so often.[break][break]

"you've already been working as a war courier, haven't you? you're finding it agreeable then?"

The reason the Commissioner gave for the delays was not only understandable, but prudent. With the Champion Assessment being halted indefinitely, the Gym grinders had little motivation to visit Mauville Racing Grounds. He couldn't imagine how busy the Elite Four would be when the challenge reopened. Perhaps even busier than Mauville Racing Grounds was on opening day. "I do. It's paramount that Rocket doesn't seize any more of the Hoenn mainland. I've done a lot of work with annalise henderson shoring up the city's defenses. I think it's a likely target for attack due to its strategic location. Were Mauville to fall, Verdanturf, Lavaridge, and Fallarbor would all be very quickly supply starved."

Upon seeing the resting Stoutland, Josh's pride grew quiet, turning down their Illumina light as low as possible. "I love it," he answered enthusiastically, in no subtle means expressing his happiness. "It's the perfect way to use Kyle's gift, one that I am eternally grateful for. It's a lot better than having to take lives on the front lines, where Swift is so fast that his speed is almost unwieldy. After struggling with it for two years since becoming Gym Leader, I've finally found my calling in the League."

With Mauville, and Hitoshi Inoue 's attack on one of the city's largest department stores on the mind, Josh brought up his first major order of business with the Commissioner. "I know Dynamax Bands are a recent technology, and Power Spots are not fully understood yet. From what you've discussed with the Science division, how feasible is it to disable Mauville City's Power Spot, even temporarily?" He had dodged a bullet with the Gigantamax Corviknight's attack doing large, but repairable damages to the city, with minimal loss of life. A more strategically-placed Dynamax attack from Rocket could level an entire district, and with the tri-level city building up instead of out due to its geographical state, the loss of life could potentially be colossal.

however, josh's relief over finding his calling is a cleansing grace.[break][break]

Josh didn't expect the process of disabling a Power Spot to be easy. They were still not well-understood; a key piece of knowledge about them was one that he lost his Alolan Ninetales' life to ascertain. He couldn't have that happen with any more of his Pokémon. "There was a Dynamax attack on Mauville City's largest department store recently," Josh reported. "We were able to keep casualties to a minimum, but we're still recovering from the aftermath. The entire shopping center is closed until it can be reconstructed, and that's going to take weeks, if not months. The attacker was a skilled swordsman, almost samurai-like, and wielded Pokémon like Kartana and Corviknight." He then added a physical description of Hitoshi Inoue to the best of his recollection. "If he can overwhelm a Champion, he's dangerous. Could be worth doing some legwork and starting a dossier if the League doesn't have one already."

Swift quietly walked toward Josh, the young man running his left hand through the Beast's white, facial ash. "That was just one attack, and in a fairly benign location at that. Mauville may not be Hoenn's largest city, but it's the most population dense. And bombs are most effective when detonated in population-dense areas. Disabling the Power Spot will cut off Rocket's access to the most destructive Pokémon attacks we know of. This is the precise reason I was opposed to the use of Dynamax Bands in the first place."

Beads of sweat dripped from Josh's spiky hair as his tension grew. If that first attack was a dry run, a real attack would be unimaginable. What if Rocket Dynamaxed a Pokémon in the middle of the city center? Or in the middle of Mauville Hills? How much blood would be on Josh's hands? It was a scenario he wanted to avoid at all costs. Unlike Hideo Kino , the Champion had already accepted that saving every single life was not possible, or at least not realistic. It was a disagreement that prevented him from claiming the Ordeal Badge in the months leading to his ascension to Champion Rank, and perhaps one of the reason why rumors of it being a fluke had spread so far.

"Commissioner, the potential for destruction and life loss across an already vulnerable area is too great. I would like to know what steps I need to do on my end to disable Mauville's Power Spot, and who from Science I need to assist me."

the commissioner remembers the harrowing flood of reports; the various battles like Genevieve Cromwell and Hitoshi Inoue's contesting the advance into the city from the shoreline. [break][break]

"if our enemies bring one just on the outside of mauville's perimeter, dynamax a pokemon, and attack from afar, how should the city defend itself?"
