kim cole-essam's response elicits a small smile; however, it is hard to tell if it is natural, crafted, a grimace. a famous academic once said that the medium shapes the message— and the commissioner wonders if a rhythmic pumping of the pecs is the best platform to extend the councilman's well-intentioned reply. still, there is no capperino-garcia condescension here. they all sit in the same seats, on the same level, flashed by the same obtrusive lights of cold cameras.

"i am not avoiding the question," dahlia says as her fingers fight against the magnetic attraction between their tips and her temples. "i will reiterate that should an avatar be hostile to the region and the safety of our people, the other members of the AQUA INITIATIVE will be responsible for handling them, for they are the best equipped." setting her hands neatly in her lap. "as essam said, we can not predict everything, but we can be prepared. i believe hoenn is innovating its defenses to best handle the unique threats the region has using the initiative."

"littleroot's tree was viewed as a natural wonder. not a dangerous threat. there was no reason to think otherwise." dahlia says.

several inquiries regarding avatars rush forth like slateport waves. like salt, the curiosity of their askers both disturbs and prepares the flesh. dahlia's shoes turn inward like shriveling slugs underneath the table and hidden by its cut of cloth. the notion of avatars is both exciting— and ominous, for she explains:

"avatars are humans who have been bestowed the power of special, powerful pokemon. in myth, these figures are granted these powers in times of turmoil, natural disaster. war." she pauses. "in a sense, they are picking sides and choosing their chess pieces. at least, that is one theory of this phenomena."

dahlia relaxes her legs and pushes her shoes firmly on to the floor. leaning forward, the commissioner's blonde hairs swing lightly against her cheek. she recalls Lucas Lane's list and their war room meeting— and those who have performed dangerously in b&b.

"we understand that this region has faced many threats," dahlia says, "and to protect our people, the league will commence the AVATAR QUALITY and UNIVERSAL ACTION INITIATIVE. all known avatars in hoenn will be invited to the AQUA INITIATIVE, so that they may learn how to control their powers and use them to protect the region, should any threat like the ultra beasts materialize ever again."

the commissioner's eyes trace the electric bolts around Selena Desmarais's figure.

"should an avatar be hostile to the region and the safety of our people, the AQUA INITIATIVE will also be responsible for handling them. we assure you, that the AQUA INITIATIVE will be the best defense against threats both domestic and extraterrestrial, for the pokemon have sided with us, the league."

pain courses through her limb like shifting tectonic plates before spilling through the smallest gaps in between her teeth. strained as her voice is, she manages to sound gentle within the cacophany of the temple.

the lights from Adrian Malcolm's starmie scatter across the walls of the ruins. her dragonite's rotund face scrunches together as the pillar below mateo martinez begins to crumble. it slows its flight and although it is much too late for proper warning, dahlia shouts anyway:

"look out!"

the vision of angelo vestri disappearing under the sands continues to find its way into every other thought like the grains in her shoes.

"commissioner goode please," dahlia replies to carlson, "as is customary for the pressroom. i did not roam freely during that period of investigation. for that period of time, i was surveilled and investigated as sitting commissioner." she pauses. "mr. carlson, i would like to advise you that it may be difficult for our panel to answer your questions if they are delivered in such a quantity. please allow the others some room to ask their questions."

she speaks no more on the fortree matter, having cut the heading inquiry with teeth.

"thank you for your question, mr. carlson. recent breakthroughs in our investigation have revealed that a zoroark was masquerading as me to commit murder on the late mayor bosch." dahlia speaks clearly.

her shoulders form a firm line and her hands remain calm, set palm side down on the table cloth. nary a wrinkle tickles the cloth underneath her fingers.

"the investigation branch of league officers have questioned smohke who has subsequently revealed that cotillard was responsible for the fabricated video." dahlia lie is spun smoothly; the webbing taut with gossamer knots forged into iron throughout the organization. "it was an attempt to weaken the league and to allow the megalopolans an opportunity to strike should the government had been in the process of transition."

without missing a beat, she directs her attention to the blogger. despite her smaller stature in the grand pantheon of the press, the commissioner still finds time to answer her.

"our ever dilligent rangers have continually scoured the region for ultra beast and megalopolan alike. however, our scientists have discovered that should an ultra beast prolong their presence in our world, their size and power subsequently diminishes. enough time has passed that any renegade ultra beast should be easier to handle should one appear."

"hope i didn't keep you waiting too long." dahlia says as she opens the door. "i promise i didn't forget about this."

her entrance possesses little fanfare or fancy. just business. the commissioner is quick to close the door behind her and as she turns, her blonde brush of hair whips forth, restrained tightly by a ponytail holder.

"and how are you today, fernando?" she asks as she settles into her seat. from her binder, dahlia plucks her fountain pen. already, her eyes scours the folders for labeling before they meet fernando's for his answer.

"do you actually believe we purposefully deployed children to the warfronts?" dahlia sets her napkin on the table. its tight fold releases, causing one face to rise lazily. "and should rocket's hoennian presence still exist, why would they want to 'kidnap' a megalopolan?"

the commissioner remains still. her earlier apology about her clumsy drinking calcifies into pointed questions. skepticism and curiosity refines the posture and steels the gaze, for all of her focus shines its harsh light on balder schwartz.

no spills this time. no waste of napkins or drink. she will be careful not to embarrass herself before another member of the elite four.

the chime rings- but it is the sound of kyle's voice that lures her. she waves and adjusts her bag's strap on her shoulder before heading toward his table.

"are you sure you really want that?" dahlia's face wrinkles incredulously, lips twirled into a half-smile. "between you and me, being a part of the elite four is much more exciting than being a boring councilman."

she takes her seat. after her swift descent, her small purse strikes the seat like an anchor.

dahlia pauses before the microphones. her small chin is a perfect length away from their metal cages and as she speaks, every word is carried by the steadiest of rhythms.

"cotillard's whereabouts are currently under investigation. more information will be released at a later time." dahlia says. the water in her tall glass remains still. "as for security measures at slateport penitentiary, initial response procedures have been reviewed and tightened under new guidelines set by the league. furthermore, should a convict escape, officers will coordinate with local rangers to deploy escapee recovery teams."

she continues, her breath invisible to the microphone.

"cotillard was able to escape due to what our scientists call stakataka cubes. these were smuggled in due to cover ultra wormhole interference. with the megalopolan threat all but vanquished, we believe such an incident will not occur again. in regards to smohke, we have her confined within an island maximum security prison close to pacifidlog. we are confident that escape is impossible."
