As more leads join PROJECT SAPPHIRE, he can now focus on speaking with the Avatars and shard carriers. He wanted to emphasize these encounters, as the director of the whole program. After all, the whole thing fell apart without their Avatars. And he's sure AQUA would lament missing out on potential weaknesses or combined strategies between their heaviest hitters.

He found himself moving into the museum, his appointment with Yuina Higashi set a couple of weeks ago and rescheduled after the unfortunate events of the State of the Region. Gunner Graves and the rest of the HBIC were running themselves ragged trying to figure out where all the terrorists had gone. He still had a weird feeling about it all. It hadn't gone away yet. Something that made him uneasy. But that was a conversation for him and Gunner. Now his focus was Celebi's favored.

The information center man leads him closer to the backrooms and offices. He looks up, idly looking over the few exhibits they passed. How long had it been since he'd visited a museum. His archeology dreams seems so far away. Paxton blinked and forced the thought away, reminding himself of his slow going, but still important progress. Part time schooling wasn't that bad. And he was a workaholic. He was doing just fine with that and everything else PENELOPE LIVY was shoving onto his plate.

The Deputy held back a sigh before looking at the man stop in front of an office with a name plate on it. He gave a nod, knocking thrice on the old wooden door and waiting for the ok to enter.

PENELOPE LIVY had been busy prepping for the war front. As council duties called, she'd left the department in his care, and HBIC in Gunner Graves's. But there's still a matter he's been meaning to push: PROJECT SAPPHIRE. His councilwoman is not immune to the efforts he's been pushing, reaching out to others to help assist, pooling resources to make an attempt to support their citizens, and most importantly, a mass diversion of man power into studying the intricacies of their avatars. They needed as much data as possible if they were to protect their avatars, as well as keep their strategic edge against Rocket.

MATIAS SILPH' words ring in his ears. He'd agreed ( sort of ) to be better. He hoped he was. He hoped he followed Dahlia's instruction to the letter, and stopped letting his dick dictate his actions. Hopefully the monitoring with SAPPHIRE would help negate Groudon's influence, especially with Matias' new found will power. But they could never be too careful.

And moreover...he had been the one to bring Penelope by name. Not his first time. He didn't particular understand their combined grudge. Penny wouldn't discuss it, and Matias was finnicky in what he said and when he said it. The man only spoke when the mood struck him , and Paxton wasn't always lucky to catch him in it.

He'd made a point to bring up Penny as well as Eva Morales and illeana reyes, other avatars in their ranks. Penny what him worried the most. It felt like even before the council began to cloister itself away, she'd been distant with him. Not purposefully, not that he thought it was. Busy. She was entrusting him with more and more work, her scheduling relegated to their secretary as Paxton tried to keep up with dozens of stacks of reports with her notes, her instruction. He spoke for her, moved in her interest, and walled away those that might pull her away from more important matter.

But even so, their communications had trickled to a slowing stop. He'd receive a couple of emails form her with a list of tasks, meetings, and arbitrations on his questions but never quite catch her in her office. It made him worried for the state of the region.

On his way to visit the scientist's he catches sight of burning red hair, and a stiff, confident posture. "Councilwoman PENELOPE LIVY!" he greeted, though it's more of a blurted out yell. He immediately changed course, shoving papers under his arm and pulling out a notebook. "It's rare to see you these days. Have you read over my analysis. I rewrote it tailored to your previous notes, but haven't received it and unfortunately, they're pushing for COB today." he said as he easily fell in step with her. He doesn't miss a beat, knowing his time is most likely limited. She's walking fast, heels clacking like thunder in the empty hallway.

"PROJECT SAPPHIRE- have you met with Dr. Morales and Proff. Reyes yet?" he added.

"On it!" Paxton tended to be a jack of all trades, master of none. He shouldn't be driving the boat. But they were understaffed and it was 'like driving a car' and 'you'll figure it out.' They were in crisis, with too many people in trouble and not enough hands to go around. And with his multiple areas of expertise he, sort of, felt obligated to fill in where he could.

He's glad to be working with Daph at least. She could use the field experience. Knowing how to patch someone up was important. You might end up having to keep yourself from falling apart. He carefully swerves the boat near, more so angling it. "Streensturp, reel 'em in!" he ordered as the Octillery released a sudden SHADOW HOLD that gently wrapped around the struggling civilian and began to bring them over to the redhead.

"See anyone else? I can send Joules out to pick them up too if Streensturp is busy." he added, focused on moving the boat as little as possible should another victim of this tragedy start bobbing upwards.

Daphnée Marseille

The creaking of metal echoes under water setting off alarm bells in his head. Paxton is immediately on high alert, Streensturp, his dutiful Octillery, ready for orders.

He turns, speaking into their joint comms. "Holmes, are you ok? What the hell was that?" he's already speeding towards him, his Octillery helping drag her trainer along. She gurgles something as they approach and spot the duo trying to hold up fracturing metals.

"Assist!" he aid as he dove in for the divers. He didn't want her to force them out if they were trapped under something he couldn't see. "Is anybody hurt?" he asked as the movement kicked up sand and chips of paint and rust. One diver seemed dazed but it was easy enough to yank them back form the hole they were in and lead them out. The next was harder, nothing the large part of their flipper underneath some debris. Streenstrup also moves, using SHADOW HOLD to help the Dhelmise.

He still has equipment form the underwater dig he'd arranged a couple years ago. The water proof headlamps are easy enough to gather, and Streenstrup is in top form. The operation had been interesting, a nice change of pace from all the war front tensions. He'd agreed without hesitation.

Paxton still hadn't resurfaced, digging carefully and searching as Streenstrup crumpled up and squeezed through openings on the hunt for something valuable. "Same here guys. But Streenstrup's excited to find out." he said as the shadow octillery suddenly darted away after a good pause. "Oh- think she's caught a trial of...something." he said swimming after his octopus and blinking his light towards fellow divers.

This time, Guppy isn't available. So he goes with a cooler looking Mantine that sported a couple of Sharpedo bite marks. He hops on, and clicks his helmet closed. "Ok, Razor, take me through the MAGIKARP JUMP."

Egged on by his great find the day before, Paxton was back at the piers to try to fish out something as rare as dybamax candy. It was a bonus that he quite enjoyed the calm of the fishing too. He kicked his feet idly, tossing the net onto the water and waiting for it to settle. After a moment, he gripped the edges of the net, and started pulling it back out.

The first one had been damn near a wipe out. He hoped this time would be different. The Mantine he gets on is shy, and he felt a bubble of nervousness rise but tried not to think of it. "Let's go. We got this Guppy."

He casually kicks his feet over the edge of the pier, sending out his net to see what he'd haul today. With nay luck, it'd be something luciano fisk might like. He should give him a call, ask him to come out. Not to the pier, he probably wouldn't enjoy fishing. But he'd seen a new seafood bar open up nearby.
