The thought that Team Rocket may have somehow been capable of calling a monstrous threat to Sootopolis City is nothing short of spine-chilling. Why would they do that? How? Do they really have that kind of power?

Lia is full of questions, she’s full of concerns, and full of doubts. All of it distracts her, and by the time FERNANDO SILPH calls for an end to their search, she already had stopped because of the sheer nature of the discussion.

”Sounds good to me. Let me know if you need anything else from me.” She says politely, seconds before Locke Jamison’s comment makes the atmosphere in the small tunnel shift.

Even with the lack of accusation in his tone, it was hard not to crumble to under the councilman's gaze. Instead, Locke turned to address the other present party.

"Um, yes, I'd been in the middle of another delivery there when everything happened," he explained. "I saw Chu-e Choi, and not long after the sigils appeared Necrozma suddenly burst out of the tree."

The courier paused, trying to accurately recall the reactions at the time. "The only thing is, Mr. Choi was assumed dead at the time, and it didn't look like anybody had expected him to be there. Not even himself…"

They shook their head, clearing the brief glimpse of Choi's pained, ghost-like features from their memory. "I don't think Rocket knew any more than the League did-even with the Lake Trio's help."

“WE HAVE ALWAYS SUSPECTED THE TREE OF LIFE,” fernando reveals. “for its appearance was too sudden and too coincidental considering all that was happening at the time. tapu fini had its concerns so the league sent a small team to investigate.”

none of this information is public to those outside of the league. but, sure enough, the paper work checks out. stashed away in an archive of irrelevant events is the excursion set out by freya morningstar, illeana reyes, and himself. “we met resistance from team rocket who were adamant about preventing us from making contact with the tree. that was last year.”

“the same day NECROZMA appeared in sootopolis, team rocket sent a strike team to eliminate tapu fini and kidnap me.” he traces over the bulge over his headband, outlining the most obvious outcome. “they cut me open and experimented with a machine that can extract avatar powers from their host. it goes without saying they can drain life force from powerful pokemon.”

he recites this without scorn or remorse for what has happened—for his part in all of this—because none of that will change what has happened. these are the facts and here they are plain faced and presented objectively.

“hours after they finished with tapu fini, NECROZMA appeared.”

he pauses.

“if that’s not what they spent tapu fini’s life force, and they still have that reserved somewhere, then i fear what lies still lies ahead of us.”

He'd read in one of his recent library trips that Tapu Fini could bring back the dead. The assumption from the vision he'd shared with Eris Halla and Martín del Mar had been that Mesprit's prophecy was about the Tree of Life and Yvetal, but could it have involved Tapu Fini instead?

Locke frowned with thought. That didn't really make sense though-if the Necrozma that came out of the Tree of Life after Chu-e Choi's appearance had "stolen the foundation of life," then wouldn't the second Necrozma have come hours after Tapu Fini had already died?

And stepping back a bit-extracting avatar powers and harvesting a legendary's life force didn't really go hand in hand, did they? What good were an avatar's powers without the legendary granting them? Unless Rocket had some means of severing the latter from the equation without losing former?

It seemed there was still a lot neither they nor Silph knew.

Locke sighed, feeling their brain short-circuit with far more thoughts than they were used to.

"I have no idea what they could want it for-but I think it's seriously underestimating them to assume they were stupid enough to spend it summoning a Necrozma or two over their main base of operations," they reasoned.

“THANK YOU,” is the muted acceptance of an out-of-place apology.

there are no words to disregard what has happened or some faulty derivate of ‘what’s happened, happened’. for such sentiments are buried in the past. this slight will not be forgotten nor will it die as time goes on. it is a small flame but the embers of revenge have already been stoked. the same vigor that courses through kyle lopez and John Sullivan will serve as sentiment enough when it comes time to strike back.

“perhaps, but this would not be the first time they rallied behind disrupting hoenn without realizing the consequences of their actions.” his eye rest solely on locke now, with little regard for amelia or their surroundings. “do you think team rocket has the discipline to stay away from fantastical concepts they do not fully understand?”

FERNANDO SILPH retells the tale of how he was abducted and experimented on, of how his patron was robbed of its life force, and honestly, it all makes her stomach turn. The things Team Rocket is capable of…

She’s reminded of the horrifying nightmares she was forced to live through when unknowingly facing Lulu Flint.

The councilman is right, Team Rocket does not care for the wellbeing of Hoenn.

They would have never taken Tapu Fini if they did.

And yet…

”If I may.” Lia interrupts the conversation, looking at both the councilman and Locke Jamison. ”It sounds like Necrozma’s appearance may have been an unintended consequence of taking Tapu Fini’s life force. Like how Rayquaza was once drawn to the same city by a primal crystal.” It had destroyed Sootopolis’ lighthouse. It had been the League who was responsible for such events – she knows that, and she knows that Fernando knows that as well.

”That doesn’t make them guiltless, though. Far from it.” They had abducted people and tortured them. They had killed legendary pokémon. They should be put to justice. Lia's mind lingers on Locke’s mention of Chu-e Choi and she remembers where she had heard the name before.

Is Locke Jamison a Team Rocket sympathiser? To be speaking with such familiarity of a known criminal…

”I hope the League intends to take action after the Meteno crisis is dealt with. Team Rocket needs to be stopped.” She sighs, tired. In the past, Lia had thought of Team Rocket as not her greatest concern, but it’s quickly becoming clear that she had been terribly wrong in this assumption: they’re hurting the entire region. ”Regardless... Is that everything you need from us for today, Mister Silph?”

Locke took it as such, shifting his attention from the councilman's gaze to the handful of Delibird that had followed the group down the tunnels and directing them where to go as work for the day wrapped up.
