Waiting around for a door to be opened seems an exercise in futility. There are far better uses for a warrior’s time. While others work at the pressure plate, the sheriff of Dewford’s eyes turn north. A plan starts forming, hastily made.[break][break]
Within the hour, he’s swimming amidst the Rocket fleet. With his Kingdra’s help, slipping past PT boats and arriving at the main force is easy. From there, it’s a matter of causing destruction. One ship’s already fallen, forcing him and the opponent he was fighting at the time to separate.[break][break]
Now he’s somewhere else in the fleet. Fighting, raising hell, punching to his heart’s content. Oddly, no one seems to be dead after his rampages. Oh, plenty of the grunts will wake up with headaches when this battle is done, but they will wake up.[break][break]
The big gun is out: Shuwen, the Urshifu that threw his lot in with the sheriff during the first battle. His bear rages, roars, rips, punches aside Pokemon. Much like during his last battle, he waves at the grunts that still remain conscious.[break][break]
“Tell one of the big shots to show up. Come on. I don’t wanna send all you guys to the hospital!”[break][break]
His heart feels like lead in his chest, but the voice projects confidence. Sometimes, when he’s lost in the battle, he can forget this is a war. The moment always passes.

BARNABY FINCH left others to toil over the mechanisms of the pressure plates. His duty was on the periphery, guiding their naval forces along the boundaries of the island. The ROCKET admin remained at the bridge of the largest vessel, where he had a bird's eye view of a... particularly prickly annoyance.[break][break]

Navy eventually made his way to the deck of the ship, howling brazen taunts like a man who desperately needed his ass beaten.[break][break]

"Cocky, aren't you?" A masked Barnaby goaded back from on high, looking down from the upper deck along the outside of the bridge.[break][break]

On the admin's shoulder was a SKY FORM SHAYMIN, who immediately took flight upon hearing a light cluck of Barnaby's tongue. A sharp whistle saw the small Pokémon careen above Navy's URSHIFU, well out of punching range, and expel a LEECH SEED that fell like small bombs onto the deck below.

Never seen that Pokemon before. The sheriff muses, whistling at the sight. A leech side bombards the deck. It’s back to business, even if he finds it hard to want to harm this particular Pokemon.[break][break]
“Just impatient.” He has time to say, following hot on his bear’s coattails. Shuwen makes for the stairs that will carry him up to his opponent and this dashing Pokemon. The normal, sane thing to do would be to climb the stairs. A Pokemon does not become the legendary fighting bear by doing normal, sane things.[break][break]
Instead, as the seeds take root across the deck, he begins to destroy the supports holding the upper deck. His fists can break steel or stone. Surging strikes slam into everything he sees that looks remotely breakable, trying to stay one step ahead of the leech seeds.This is, after all, the point. Ships are expensive. Rocket has all sorts of expensive benefactors running the show, but this will still hurt the bottom line.[break][break]
“Come on down and say hello, bud!” He says, praying his tone does not give away the knots tied in his stomach.

No shit. To BARNABY FINCH, Navy appeared as a petulant child here to upend all their tireless work. He was an annoyance that needed to be crushed beneath the heel of Barnaby's boot.[break][break]

He and his bear. As quickly as they'd fallen, Puck's LEECH SEEDS sprouted from everything occupying the deck, drawing energy from the URSHIFU and even Navy himself. It vitalized the SHAYMIN, who remained flying overhead.[break][break]

In the wake of Shuwen's incessant punching and subsequent rending of metal, Barnaby released a Pokémon that could better deal with the URSHIFU on the ground. From its capsule emerged a huge TANGROWTH, its tentacles undulating menacingly around it. In an effort to halt the destruction the Vine Pokemon extended its tendrils out in a POWER WHIP to slam into it's opponent.[break][break]

Meanwhile, Barnaby vaulted over the bridge railing, landing ceremoniously to the deck below.[break][break]

"Hello, Navy." He greeted in an eerily calm tone, purposefully using the Gym Leader's full name knowing full well the man's preference for his nickname. He remembered this piece of information from the file ROCKET kept on all notable LEAGUE members.[break][break]

"I wonder," The ROCKET admin continued, brandishing his combat knife from its sheath and twirling it in his hand as he took one step forward, then another.[break][break]

"Are you as good a fighter as your Urshifu?"

There’s anger at the edge of his lips, try as he might to not let it show. The name Michael hangs around him like an albatross – a name he hates. A name he can’t let go. In the short time he’s been a gym leader, Navy has tried to impress upon many a young trainer that you have to keep a cool head. If you let someone worm their way under your skin, they win. You act recklessly.[break][break]
Some men just can’t practice what they preach. This masked man’s words carry the same insidious poison as the circling legend’s seeds.[break][break]
“Been practicing just for you guys.” Since he last fought Cillian Quinn during the incident with Elinor, he’s taken up knife fighting. Compared to brawling, he’s only a novice. For a man to brandish a knife as readily as his foe has implies long practice, or at least a penchant for murder the sheriff lacks.[break][break]
You wouldn’t know it to see him lunge the blade. Slipping it free of its scabbard, Navy aims to close the gap. It’s an act of aggression at the expense of defense, an all-out opening salvo. He puts his whole body into this, because he doesn’t know how to give anything less.[break][break]
“Come on, let’s dance.” He says as his life is drained. For now, it simply feels like his stomach is empty. He has precious little time before that changes.[break][break]
Shuwen, meanwhile, realizes he is outnumbered. Soon, he’ll be outgunned. When an Urshifu chooses a path, he takes into himself the essence of water or darkness. Although he stays on dry land, his soul belongs to the sea. Flora is his natural enemy.[break][break]
Yet, in the end, he is still a legend. His trainer has the look of an angered beast. He has to survive until the man comes to his senses and throws out an ally.[break][break]
“ORAAAAAAA!” His cry echoes off broken metal as he jabs his fists forward, hoping to leech back lost vitality with a drain punch.

The weight of the knife in his palm. The feeling of flesh and sinew giving way. The heady rush of combat. [break][break]

These were all sensations that BARNABY FINCH had been raised on. From a young age, ROCKET molded him well. High expectations and severe consequences created a man unflinching in the face of opposition. [break][break]

So when Navy charged ahead, Barnaby was ready to meet him. Knife held in a forward grip, stance staggered, the admin welcomed the other man's rush to attack. [break][break]

Using his momentum against him, Barnaby did his best to try and sidestep out of the way of the oncoming blade and behind Navy as his body moved forward. If possible, he'd then kick the back of the Gym Leader's knee in an attempt to get him on the ground and slash at the outside of his thigh.[break][break]

An attack meant to incapacitate, not kill. For now.[break][break]

Just then, a deep roar carried over the turbulent sea. Unlike his master, the TANGROWTH's hulking body was unable to sufficiently dodge its ursine opponent. It took the DRAIN PUNCH head on, and was even pushed back a bit, up against the broken railing of the bridge. It felt its life force sucked away by the intensity of the hit.[break][break]

But it wasn't done in just yet. With a similar idea in mind, the creature used its own sapping move — GIGA DRAIN — to try and siphon back some of its lost vitality.

His thigh weeps. The admin’s ploy worked to perfection. It’s not a matter of dodging for Navy. It’s about having the volition to know which blows he can take and which he can’t. Steel bites into his outer thigh, but there’s no artery there to cut. Lucky for him, because he’d be in for a world of hurt and an inglorious death if there were.[break][break]
He can take a hit well. No one can deny him that. As much as it hurts him, he twists around. This time, as his knife lashes up, there’s more caution there. Were it not for the threat of the Rocket’s own knife, he’d contemplate tossing his aside and charging the man.[break][break]
A plan for later…[break][break]
For now, he bides time. Lashes up, twisting around, trying to keep this disadvantage from being leveraged into all-out defeat. Arceus, if he isn’t feeling hungry…[break][break]
Shuwen, for his part, knows that sensation for what it is: the beginning of a losing proposition. He’ll have to pull out every trick in the book to keep this from cascading into defeat. Even if Urshifu are built tougher than other Pokemon, he’s at a disadvantage.[break][break]
Infinity energy surges through his fists. It is not just one drain punch leveled in this damage race, but three. His z-move, like his trainer, is reckless. His fists seem to disappear into a blur. Tangrowth and Shuwen race to the bottom, seeing who can drain who first.[break][break]

Z-Move: Combo Hit[break]
A secret technique of the rapid strike school. for a brief period of time, all offensive moves hit 3 times, but the follow-up attacks are weaker.

BARNABY FINCH didn't let his momentum dwindle. In fights like these, one needed to take every open opportunity. Life or death was on the line.[break][break]

While Navy shifted around after being cut, his movement slowed because of the injury to his thigh, Barnaby continued to sidestep until he saw an opening.[break][break]

Surging forward, the ROCKET admin plunged the blade of his knife into the broadside of his opponent's back, between backbone and scapula. At this angle and with this amount of force, Navy would likely have to endure a fractured rib or two at best, perhaps even a collapsed or punctured lung, at worst.[break][break]

It was a quick move — fast, but devastating. The knife was in and out in seconds, with Barnaby backing off to try and avoid retaliation with the gym leader's own knife.[break][break]

Meanwhile, their Pokémons' battle was beginning to reach a conclusion. Shuwen's Z-MOVE tipped the scales; the impact of its punches combined with their draining power sent the TANGROWTH sprawling over the ship's bent railing. The massive creature landed with a dense thud! onto the deck, knocked out.

Repetition is what saves him from panic. Were this the first time he’s been stabbed, he would crumple. Were it the second time, he might give in to the pain. He’s been stabbed on the street, stabbed by his own father in drunken rages. When this masked Rocket becomes the latest in a long line of men to maim him, all Navy can feel is rage.[break][break]
Elsewhere, Shuwen aims his eyes heavensward. Above him, another legendary soars. Squatting, the bear prepares to use every ounce of infinity energy coursing through his body to launch himself up and bring the fight to the soaring hero.[break][break]
That dream dies as the energy leaves his body. All of the latent infinity energy in the area centers on Navy. His sync stone surges to life. Another dragon has bonded its soul with his – a dragon defined by combat and struggle.[break][break]
His fist glows bright with energy, power borrowed from that dragon. His fist rages. His body hungers. His response to the stab is to punch. He throws a punch with everything he has. There will be time to process his punctured lung soon. The matter of blood pooling where it shouldn’t is a matter for the Navy of a minute from now.[break][break]
In this moment, there is only the punch. It is no mere human punch. Navy levels a drain punch at the Rocket admin, a blow worthy of a fighting type. If this agent of Rocket wants to take down Declan Walsh’s favorite pest, the sheriff doesn’t plan on making it easy for him.

There was no dodging the SYGNA SUIT-enhanced DRAIN PUNCH. The best BARNABY FINCH could do was shift so that the brunt of the force was focused on his left outer arm, which was reinforced by a layer of light armor.[break][break]

Still, the blow hit like a freight train and caused an immense amount of pain to shoot up his shoulder and through the rest of his body. It was enough to send the ROCKET admin stumbling back across the ship's platform, too, though he did not fall to his knees, despite feeling suddenly fatigued. [break][break]

It was a similar lethargy to the sensation he'd experienced with GALARIAN MOLTRES. Less so, but still disturbingly comparable.[break][break]

Enough to tip the scales, even. There was no point staying here and tempting fate — not when Barnaby lacked an equivalent means of offense like Navy's SYGNA SUIT.[break][break]

Backup would be there momentarily to finish the job he'd started, anyway.[break][break]

"You might want to get that wound looked at soon, Navidson. I doubt there's much time before you bleed out internally."[break][break]

And that was where BARNABY FINCH left Navy.[break][break]

Raising his good arm, palm open, SHAYMIN swooped down and he grabbed hold of its leg. Though the Legendary Pokémon looked small, it was incredibly strong for its size. In moments the two were in the air and retreating to a nearby ROCKET outpost.
