Zev leaned against the railing of the research vessel he had acquired for a trip into Hoenn's oceans. The overpowering smell of saltwater filled his nose, and a lively wind whipped at his hair and clothing. Below, in the water, his Sharpedo kept pace with the ship.[break][break]

Ever since Team Rocket's intelligence department had confirmed Kyogre was roaming freely in the seas and Nautica had vanished without a word, the crime syndicate had been sending operatives to look for any sign of the enormous beast.[break][break]

Naturally, their own Beasts provided ample power and authority to oversee such dangerous operations. That was Zev's reason for being there.[break][break]

On the other hand, the actual person making observations of the waters and collecting data was one Kaname Fujihara. The former Head Scientist had recently returned from an extended trip to Kanto.[break][break]

"What did they need you in Kanto for?" Zev asked, curious about Team Rocket's state of affairs there. He hadn't been back in several years, himself.

There was something about the waves and the smell of the sea that was relaxing to Kaname. The way the waves lulled and rocked the ship reminded him of the way a mother rocked their child to sleep. It would’ve been so soothing, if he hadn’t been stressed about the mission.

Locating Kyogre was one of the highest priorities; after all, being in possession of the Sea Basin pokemon would give Team Rocket a much needed advantage as they could control the seas with ease.

It was Kaname’s job to ensure they found a trace of Kyogre’s trail. The scientist found himself on the deck of the research vessel, wind whipping through his hair as he stared at the screen of the tablet he held, interpreting the constant stream of atmospheric and sonar data being fed to his device. Kaname’s Pelipper, laden with equipment, landed on the deck beside him and squawked demandingly. “Fine, fine…,” he huffed and fished a small wishiwashi from a nearby bucket and threw it into the sea bird’s open maw to be devoured greedily.

“Now back to work.” He chided, causing the Pelipper to snap its large beak at him before taking off once more into the sky.

There was a visible grimace on Kaname’s face at the mention of his trip to Kanto. He’d hoped to avoid the topic, hoped that Zev Harcourt would be the man of few words that he was meant to be. Those hopes, however, were thrown overboard.

Kaname sighed and shook his head. “I no longer have the clearance to discuss my trip to Kanto, Harcourt. I’m sure you understand.” It was a reserved answer, one Kaname hoped that Zev would take at face value and not pry further into.

Zev knew a defensive response when he heard one. Kaname clearly was neither proud nor happy about whatever had transpired during his trip. And Zev, perhaps to the scientist's relief, did not care so much about ordinary human events anymore.[break][break]

Not that he had cared much in the first place, besides to satisfy his own curiosity.[break][break]

"Suit yourself."[break][break]

The deep, fathomless blue stretched out before them, mirroring the perfect blue of a cloudless sky.[break][break]

"What is the plan for catching Kyogre, if we see it?" Zev asked instead, returning his focus to the mission at hand.

“Yeah…,” he murmured and tapped away at the tablet’s screen, enlarging the readout of the radar. There was a sense of relief as Zev seemed to let his curiosity fade, but Kaname couldn’t help but wonder how many more times he’d have to duck the question.

“I doubt that we will be able to completely subdue Kyogre as it is now.” He paused to look up from the tablet and gaze upon the seemingly endless sea stretching out before them. “Our goal, then, is to sufficiently wound Kyogre. A wounded Kyogre may be more volatile, but it’ll also have to expend more energy to fight back. This is a war of attrition, a siege… not a firefight. If we find it, we’ll have to whittle it down bit by bit until it’s too weak to fight back effectively.”

There was a brief pause as Kaname returns his attention to his device for a moment, fingers tapping at the screen. “However I’m open to suggestions, Beast Harcourt.”

Zev shrugged. "That plan sounds fine with me."[break][break]

At that moment, his Sharpedo emerged from beneath the waves and cried out with alarm. He did not need to know what his Pokémon was saying to understand what she meant.[break][break]

She'd spotted Kyogre in the depths, and it was fast approaching.[break][break]

"It's here," Zev said to Kaname in warning. To his Sharpedo, he said, "Keep it distracted so it doesn't come too close to the boat. Use hit-and-run tactics and attack from afar, if you can."[break][break]

Sharpedo disappeared back underwater with a flash of her dorsal fin. Zev stared into the water after her, trying to imagine the great bulk of Kyogre growing larger as it came closer to their ship.[break][break]

And then the ocean split apart as the great leviathan breached the surface, one baleful eye staring right at their research vessel before submerging again with a tremendous bellow.

There was little time for Kaname to stow the tablet he was using as the sea erupted violently with Kyogre breaching through the placid waters for a brief moment before disappearing into the sea with a great splash that rocked the ship.

"That was a little close for comfort!" Kaname shouted across the deck to Zev. The scientist quickly pulled out the tablet and scanned through the radar data. "I don't think this looks good for Harcourt. It appears to be moving fast and doesn't appear to be afraid of us, right now." Kaname whistled loudly, drawing his Pelipper's attention. "If that thing breaches again, hit it with Hurricane!"

Kaname knew that Hurricane wouldn't do a lot damage to the Sea Basin pokemon, but a strong enough blast of wind might be able to knock it off course just enough for Kyogre to not crush the vessel. "We might want to reconsider attacking it head on, Beast Harcourt!"

The tremendous wave slammed into the side of the ship, rocking it violently. Above, the sky began to darken as storm clouds gathered.[break][break]

Unfortunately, their research vessel was not equipped to handle a hostile Pokémon the size and strength of Kyogre. And though their own Pokémon could potentially weaken the behemoth, the cost—a damaged ship and injuries to the human crew—was not worth it.[break][break]

"Do you have enough data?" Zev yelled back as the winds picked up, their banshee howl deafening. He recalled his Sharpedo into a Pokéball. "Or do you need to collect more before we retreat?"
