"There are Rockets terrorizing civilians right now, in Slateport," she tells them, voice calm. Her eyes are normal again, though red with intensity. "Strange, don't you think? I don't remember any of the Underbosses issuing a directive to attack a League conference."

Mint is posted by his tv watching, eyes open and mouth agape in a half grin as he watched some of the destruction of the conference get played on tv. Cameramen abandon their posts and nobody changes the channel. Panicked reports come through and reporters over in quickly to nearby the affected zone. He crosses his arms and leaned back on the bed before Diomedes blinks out from a different room to next to him. [break][break]

The Unown moved strangle, blinking and squeaking with urgency. Mint looks away form the tv slowly before frowning. "Upset tummy?" he asked, earned him a soft glare that the beast laughed to. "Sorry, sorry. Business right?" Diomedes tried to nod the affirmative before Mint gently rested his palm on the top of the Unown D's head. [break][break]

Before he can blink, the psychic type has TELEPORTED him into the Rocket high officers. Naomi Sato is there, of course. Who else could've sent Diomedes? "I saw. They vaporized a guy." he replied with a small wave. He then shook his head. "For my part, THEO BECKETT hasn't asked for anythign regarding this address. Though, I've known PENELOPE LIVY would be giving one."

"She's trying to turn people from neutral to help her cause." The footage of a man being incinerated out of the blue was proof enough. "With brutality we haven't taken to the public in years." he added, thinking out loud. But it didn't add up with Sootopolis. Then again, Sootopolis could easily be citizens who had lived there their whole lives and couldn't afford to leave, no matter what League offered. [break][break]

But then again, Rocket had made good on the city's protection. An advanced form of racketeering. As he mulls over the problem in his head, turning it over like a rubix cube, Nomi speaks up again. "He makes the most sense. That's where I funnel all my intel reports." he said with a quick nod. As he did, he shoved a hand into into his pocket and pulled out a flip phone before beginning to send off a quick text to THEO BECKETT , checking if he was in his office for an emergency report. [break][break]

"We're on track at least, we've caught it while it's still happening. They don't understand how advanced our own tactics can be." he said, finishing his text and sending. "I told him you're both with me and where we're at." he said with a thumbs up.

Livy? A part of BARNABY FINCH rebuked the notion. She didn't have the balls to do something like this, he told himself. [break][break]

But, perhaps Naomi Sato was right about PENELOPE LIVY. CHI-YU's influence may have been more prominent than he'd first thought... or maybe she had always been a snake. It made the most sense that the person who'd organized the event would have the best access to orchestrate something like this.[break][break]

When THEO BECKETT entered the room, Barnaby nodded a brief greeting before getting right to the point.[break][break]

"We can't let this go unaddressed. Rocket needs to make a statement. But," His gaze swept around the room to the rest of the gathered brass. "The context of that statement depends on how we want the public to perceive us."[break][break]

Eventually Barnaby's attention returned to Underboss Beckett, knowing that his ruling would be their final decision.[break][break]

"Optics matter. Do we deny involvement or take responsibility?"

"You already know about the unprovoked attack on me, by PENELOPE LIVY. You already know there are those in the League willing to do anything to oppose Rocket - even resort to violence."[break][break]
She folds her arms, surrounded by her kin. Each of the Unown stare at Theo, a small army of divine judges.[break][break]
"This is her doing, Underboss. I am confident of it. She wants to sow hatred of Rocket, rally the citizenry to rise up against us. We need to undo it, stir doubt amongst the masses - expose her, and the League, for their hypocrisy."[break][break]
They will agree, she thinks, glancing at her peers, waiting for the Beast and the Admin to speak their minds.

“Deny as well. We can work on finding leads and proofs we didn't do this. Our war efforts are ramping up, lets keep them at each other's throats for as long as possible.” He said smiling at the opportunity that'd just landed in their laps. “I've said before, we aren't saints. Rocket has a mission to achieve by all means necessary. Denying this serves us. When have we ever delivered a message straight to the masses?” Except for maybe the Sootopolis takeover, it'd been a good while. [break][break]

The beast looked to Naomi Sato before letting out a laugh. “Nomi, you're a Rocket. No attack on you is unprovoked.” He said, finding her indignation hilarious. “We don't operate on their rules of engagement and they don't expect us to.” Which, ironically, made it easier to predict how they'd think. Planning for the worst course of action made it simpler for Rocket to work around their safety measures. [break][break]

“I can start looking into PENELOPE LIVY , but she's good at hiding her shit. Being an ex journalist made her savvy I guess.” Not that there'd been a concentrated effort on the council exposure. [break][break]

“I think it'd be smart to rally an investigation on this incident, and drop what we find sooner rather than later. While the tragedy is fresh.”
