He sort of puts two and two together and he doesn't. Partly, because he didn't fucking care who Penelope fucked, considering she had a nasty habit of sleeping with the people she worked with. A habit he implored her to make Matias the last of her indiscretions. "I see." he said nodding along as the man carried on. [break][break]

Paxton blinked, looking back up at Luci nearly forgetting his train of thought as the man asked him to clarify himself again. Sometimes he forgot how lucky he was to be here. Not just alive, but on a date with luciano fisk . [break][break]

He's not surprised Luciano hasn't bought a tree. That sounded like an errand someone on staff did and not...a family occasion unlike the way it was for Paxton. Even if he didn't buy trees anymore. "I think I'll just give you exactly what you want." he replied, keeping himself moving so he wouldn't just stop and stare, moon eyed at thee sculptor. [break][break]

He set to work picking a dark chocolate blend and a bit of milk, using a spare milk frother to mix the hot concoction as he let Luci get warm. He made himself a similar blend, taking the cups and sprinkling in a smidge of cayenne pepper to give it a bit of a spicy twist. Once he's done, he pocket a small plastic bag of madeleine cookies, and brought lucky his cup with some napkins. [break][break]

"Careful, it's hot." he murmured, leaning close to the man's ear before nodding back at the exit, ready to get back out into the winter weather. He'd already had a taste of his own and the spice was already starting to kick in, making him sweat.

"She's taking steps to improve the League using her own strengths." he said with a small nod. Not that he praised her often for it. Didn't want the woman to get a huge ego about it. Half of the reason why she kept him around was that, probably. [break][break]

Paxton's hands tighten into fists for a moment as Matias spoke of Kanto, quickly glossing over the threat of a surge of memories. He wouldn't get into it. But he understood. Matias understood. "How are you going to survive your own impulses?" he asked. [break][break]

"You probably know better than I do what the council said about you, and what they'd if and when you broke Dahlia's trust." And that mattered, sure. But think of the implications for the League is Matias was marked like that. A blow to morale. Belief in the League would falter.

He nodded, making a small note on his legal pad over her answer, looking up when he's done transcribing his notes. He frowned at the idea, more out of surprise than distaste, sitting back in his chair as he slowly looked back down at his notes. As it stood, PROJECT SAPPHIRE was ultimately a research project, intent on focusing their intelligence gathering on legendary acquisition and now, avatar physiology. [break][break]

"Is that not one of the other purposes of AQUA?" he asked, finally looking back at her. "Aside from controlling and surveilling avatars of course. But there are members who aren't avatars and don't hold a high position." he stated. "Would you not coordinate unpositioned members with avatars? Not every proxy can be a leader on the battlefield." That wasn't their collective strength, and it would be foolish to expect every single avatar to automatically know how to lead a group of people into battle. [break][break]

There's another pause before he continued. "If PROJECT SAPPHIRE were to coordinate a specialized, small and secret force, who would you pull for it if not avatars? HBIC already conducts secret operations with elite agents, and has been for quite some time." He instantly thinks of Gunner Graves , despite the fact that he wasn't talking to him at the moment. But...Gunner wasn't a stranger to these clandestine operations. Neither was Paxton, occasionally assisting him with either field support or comms. [break][break]

He doesn't completely refute the idea, simply trying to tease our specifics out of the woman, intent on seeing the plan she was ready to execute before agreeing to pull the trigger. "Should the research corps focus on avatars and then Rocket avatarships, they could feed the intel for training sims. This may have to be a phase implemented later. After, we have consistent results with the current restructure." he picked up a pen again, trailing off as he began scribbling quickly, already highlighting points he would discuss with PENELOPE LIVY the minute she got a free hour. The scene changes and Paxton recognizes the gym. Once upon a time he'd thought about the gym challenge in Kanto, although he had never followed through with it. He had, however, looked into all the different gyms within the circuit. "That's rich coming from you." Paxton quipped as he lets out something smaller to help them navigate through. Remiel gives chase, and Paxton stays on his heels. [break][break]

Hopper the Porygon flitters around chirping quickly and trying to track down the real Walsh. He looked over at the Lucario and nodded. Joules moves in hovering defensively in the tight squeeze. "Focus on on shields." he ordered the pair. Joules uses PROTECT to cover them, while Hopper is quick to blast back anything that may seem aggressive or moved to attack the Lucario while it tried to sense the real thing. "Will it work inside a sim?" he added, reminder the Galarian they were inside RKS and hopefully grounding the man from his burst of anger. [break][break]

Paxton is quiet as he listened to Callie, and Skoll taking off. He sees sparks fly up from the cables and flinched. "Wait- there's still power there? Is it running in from the outside?" he asked before the spark get wilders and the cable strengthens as lightning hits the stop of their station, shaking the building a little and echoing from the outside. [break][break]

As the torn cable shakes, the perpetrator of the gnawing spasms and shakes. He hears the hissing as another cut cable flops wildly on the floor before there's a sudden surge of energy as the cut off ends touch a lump on the ground that begins to hiss and rise. A Raticate, with sunken, rotted out eyes began to claw at the floor. [break][break]

"What the fuck is that noise?" Paxton asked, hand on one of his pokeballs as he summoned Hopper to hiss defense. The little Porygon moved in to hover protectively over Skoll as the lights continue flicker, only showing flashes of the Raticate corpse trying to stand and gather itself. [break][break]

To answer Callie's previous question, "No. No I don't think that is."

He nodded, agreeing with Penelope. Certainly illeana reyes would be more than happy to bite into rifts being a distortion specialist. He liked to think she just obsessed over portals. Easier to grasp. [break][break]

"The Visionary concerns me the most as an unknown threat. Nobody understands what influence those pokemon can have on us when exposed enough to create a patronage. At least Fiorelli and Chien Pao, we understand their aims." Crazy to think a ton of those little eyeballs could do that. Again, he wondered what exactly was an avatar's bond. His expression hardened, disappointment evident at the mention of MATIAS SILPH in those sheets. But he understood the concern, and he did not disagree with the verdicts. "We have our internal reviews, and we have our punishments for avatars who step out of line, I really have no other suggestions to keep accountability. The only people who can keep them accountable are others on their level, and that would require delegating one avatar to handle another." "Aside from keeping them in line, what's more susceptible is the lower rank's belief in our own. A breakdown in morale would only be an advantage for Rocket. People whisper that the League is corrupt, that they give preferential treatment, and nepotism in the council." he waves his hand in a gesture. "How would you feel about publicizing certain investigation results every so often? Not everything that passes through our doors, but the occasional report of routing out a corrupt officer, revealing internal actions against other high profile members." It's touchy to do this. Too much and it would only worsen the League's reputation. [break][break]

"It would only be a fraction of our investigations, but it'd be good pr. Enough to maintain the public opinion in our favor." he said before adding, "Remember a major factor in losing Sootopolis was their heavy propaganda in and off the streets before they attacked."

He sighed in relief when he heard Annalise's voice, as shaky and full of static as it was. Good, she's not stuck in the undertow. "Got it, I'll keep the beast occupied." he said into hi comms before looking at his pokemon. "Keep Kyogre's attention on us!" he ordered. Easier said than done. The whale seems like it's about to dive, opening its cavernous mouth and roaring in anger. [break][break]

The monster summoned multiple WATER SPOUTS, water shooting up in the ocean around him. Joules screeches a warning, shooting out a powered up ZAP CANNON while Kyogre attacks everything and nothing at all. Hopper uses PSYCHIC trying to redirect the WATER SPOUT back at Kyogre itself. And Streensstrup attempts to still part of the beast with SHADOW HOLD for Annalise and Omelette. [break][break]

"Annalise, aim for the right from fin! Trying to steady it for a plant!" he said over the radio, hoping she could get the gist of it as shadows coalesced around said legendary's body part.

He's not sure what's worse. Rampaging paradoxes, or too-green-to-function amnesty members. But no battlefield was ever without its complicated variables. He could only help anticipate it before it made itself an issue. [break][break]

Paxton watches Hideo lay back down. He doesn't have the energy to answer. Rocket Amnesty was nuanced, with all kinds of clauses and exceptions handed out left and right. Making sense of it could take days off one's life. What situation was worse than another? What could they forgive for which person? [break][break]

"You've earned it." he said simply as he looked over at the moving parts of the med bay. "Hope you're hungry, lunch is being served soon." he added as he stood up, and dusted off his pants. He adjusted the strap of his sniper rifle. He looks past the pokemon, watching the kid on the bed rest. He knew Hideo wasn't the only child out there, and for a moment, he prays they're ok. [break][break]

"Hideo." he said as he got ready to leave. "Don't go out there alone. Amnesty member or otherwise." he said, glancing at his pokemon. "There's another kid here, Eris Halla , link up with her. It's safer to have a buddy with you." he said. "That is, if she hasn't eaten dirt yet." The words make him feel surprisingly numb. With that, he watches a group move someone in a stretcher, before taking his leave not wanting the Hatterene to beat the ever loving shit out of him.

"What are yours, Matias?" he asked. It's too vague to say now Rocket's destruction. Not when he was ruled by wanton decisions.
