DAHLIA INVITES MORALES TO A HIGH SECURITY LABORATORY. stationed in ever grande city, the commissioner awaits her arrival in the second lowest level. the doctor is able to bypass all if not most (to her knowledge) security clearance levels. all she needs is to swipe her keycard to access the elevator to the confidential underground of this facility.

here, the commissioner waits in front of the elevator door, leaning back and forth on her black heels. she wonders why she hasn't donned flats today; however, this encounter is pointed with significance. a request for further examination. full access to the autopsy report has already been granted— but today, a body. a necropsy.

to her right is the morgue and a series of examination rooms.

"good morning, dr. morales!" the commissioner would say as the head professor arrives. "so nice to see you. i'm quite nervous to tell the truth. i'm squeamish when it comes to these things... our body in question is in examination room e."

her arm is slick. from her fingertips, red drips like tarnished rubies. upon landing her dragonite, scales stained with crimsen smears, tends to the commissioner.

she exhales a shaky ribbon of air. "i'll be right behind you."

dahlia has much to prove. to no one but herself, she says in the psychic space of her head. all notions of recklessness are cast aside into the roar of water.

after wiping scales clean with her torn sleeve, the commissioner pushes herself onto her dragonite.

to conserve energy, they begin to fly ahead slowly. they glide when they can— breathe while they can.

dahlia lifts herself from her seat, the base of her palms pressed against the desk. one hand glides above the papers. thin fingers catch her pen and roll it into a closed fist.

"we have an eye on everyone, fernando." as if illumined by volbeat, her gaze acts as lamp over shadowed altar. the pen slips into her coat's deep pocket. the weight of it feels quiet. "if he repeats, then he does so under contract."

she shifts slowly toward the door.

"this was nice fernando. we should do this more often." dahlia says as she slides into the rhythm of departure. "invite me more. i'll make time for my council anytime."

Until we retrieve research about this particular Pokemon, I am not sure.

Even then, how can we attract the Pokemon to Sootopolis? Even if it can be lured by an art installation of some kind, how can be guarantee that the Pokemon knows that it exists?

"we can visit her now." dahlia says. frankly, her schedule does not allow for it— but she can make exceptions. "she's being treated in the best hospital in ever grande. i can take you there."

for a moment, she's quiet. although onlookers may misconstrue for awkward silence, it is the gap between speech that allows effect to compound itself. thoughts are given permission to breathe. she resets her palate.

Question. Should you be successful in luring this Pokemon in, do we have a contingency plan should it become aggressive?

If the Pokemon is relatively intelligent, I'm afraid an installation of rangers and officers may cause it to be hostile from the beginning unless done covertly.

dahlia does not draw solely from her own experience. anecdotes from her colleagues, the records of mentors and role models growing up, all of their testimonies come together to paint the public as ruthless. quick to voice opinion without the diaphragm.

"in politics, no matter how much good you do, there will always be detractors. the endorsement is certainly an effort to validate your work— but is also a precursor to this meeting. without that endorsement, this would have never happened."

she shrugs.

"honesty is important, of course. i have not lied since you've entered this room." dahlia says. "for matters surrounding solgaleo, we found a new power source that can allow us to open ultra wormholes again. further tracking has discovered a wavelength across the ultra plane that is similar to the energy solgaleo exudes— and the energy that is present within you."
