"we're trying everything right now." dahlia says— but the vagueness is purposeful. her words dilute and feather by their ends. "i'm remaining hopeful, kyle."

old stories are not research papers. canon dictates what knowledge is proper and what is not. perhaps, there are secrets embedded within fairytales. mythology and spoken word carries with it, the inheritance of older truths.

but deciphering such knowledge requires the bearers of code to be acknowledged. they hide away in the meteoric deep.

"we require a plan b. just in case." she sighs. dahlia can see him attempt to keep their conversation in their little bubble, but how can he when such dramatic loss comes with significant unwanted gain?

"mm, don't twist my words." dahlia says with a wave of her finger. the movement is sharp. does not travel far. "this isn't only about solgaleo. this is mostly about you. in the eyes of the league, and perhaps, the public, this could be a redeeming moment."

there is little that changes in her gaze save for the slightest signs of fatigue. the fading of caffeine in the system, perhaps, or tint of exasperation built from attrition.

"i already have a team of bodyguards, balder." dahlia says. "any head of state has an intelligence service, security. it's the norm." she shakes her head at the next question. "i can't tell you yet— but i will be sending a summons to you about the contract. i can debrief you a little bit before, after further details have been finalized."

PRIMAL ENERGY

EVENTUALLY, SENON MAKES HIS CHOICE. Afterward, the Commissioner dismisses him. His departure officially allows the latter half of the assembly to begin.[break][break]

"the origin of cooper's powers was particular, reyes."[break][break]

Dahlia says and glances toward Eva Morales, nodding to approve her request for access. Eventually, she would accept zenji jabami's request too.[break][break]

"the previous champion's powers manifested thanks to an outpouring of primal energy, granted by groudon itself and," the autopsy report shifts to the image of a odd, multi-colored rock, "this particular crystal. we have a fragment of it here— and that is what i would like you three to investigate." She gestures to the head scientists and illeana reyes; her hand movement is purposeful as if to say, yes, you are included too. "the main body of this crystal has since disappeared alongside groudon. we're attempting to track the creature as we speak, but the crystal was explained to have 'teleported' or 'shifted' by cooper."[break][break]

"similarly, the fragment we have in our possession seems to be able to shift in and out of existence. vanishing before reappearing in place." Hearing kim cole-essam's inquiry, she continues, a finger lifted as if to note his asking— and to request the slightest patience. "we believe that this primal energy can allow for the shifting of dimensions. preliminary tests using confiscated machines from the warfronts have revealed that this energy can create wormholes— but not to ultra space. we have no idea where."[break][break]

"the mural councilman silph found within meteor falls is not simply cave art. mossdeep space center has communicated to us the threat of an asteroid head toward our planet— but specifically, hoenn. among 2,000 currently known potentially hazardous asteroids, this asteroid, codenamed 99943 meteno, has not shown any signs of veering off course."[break][break]

"the public has not been informed of meteno yet, partially because we are holding out hope that it will drift away far enough to keep the impact event out of the realm of possibility. however, mossdeep has recommended we work out a prevention plan. should we be able to acquire enough primal energy, we may be able to warp the asteroid out of hoenn's way." A map of Hoenn appears on the screen with pinned, flashing markers. "primal energy has been detected in several locations, possibly left by groudon's retreat into the wilderness— or the crystal itself."[break][break]

so he knows. the tattoos—if one could call them those—have become more like marks of death.

"they are a byproduct of her powers, yes." dahlia says. "unfortunately, i am not sure if she has a lot of time left." an uncomfortable topic marked by uncertainty. a medical mystery, one perhaps, only referenced in myth and fairy tale or some obscure parchment or cave drawing.

it is too late to find a cure— if one even exists.

still hushed under the steam of coffee, she asks, almost a plea:

"you may need to take the mantle of champion," dahlia says, "in her stead."

the passage of time withers both the physical and psychic image. new fads fade. honeymoons wane. the excitement of her ascension to the political seat, although it was carried over the whisperings of doubtful politicians, has fallen through the floor. crevasses created by war and unsteady land.

"so rest assured, you'll be fine." dahlia says. "if that's what you're worried about, that is."

DAHLIA PERUSES SUGGESTIONS BOTH PHYSICAL AND ASKED. While Zac Ramsay's addendum is shot down by Katherine Fairburne, the Commissioner signs off on FERNANDO SILPH's tweaks. kyle lopez too, is offered some time to tweak due to his previous contract as Champion[break][break]

However, to Balder Schwartz, Dahlia declines. In particular, she suggests that the bodyguard contract be separate. The AQUA INITIATIVE is wholly separate, after all— and concern is raised over the request for access to confidential information and veto powers. The Commissioner believes inexperience in the political realm seeps through in her bodyguard's write up.[break][break]

She excuses cait alfric— but stops Sénon Game, should he desire to leave with her.[break][break]

"mr. game, i would like to recognize your efforts as an upstanding ranger of the league." She opens the case. Two pokeballs, polished brilliantly, lay in a protective black foam insert. "if you accept, i would love for you to become a head ranger. in particular, one that parlays with kanto's rangers. although rocket has seized the region, fundamental infrastructure still exists. trade continues. we need an ambassador like you within the rangers to not only help domestically. but internationally." Her hands hover over two capsules:[break][break]

"these two pokemon were confiscated by the league from rockets leaving the region. the left pokeball holds a zeraora. the other holds a heatran." Smiling, she carefully shifts the suitcase closer. "regardless of your decision to accept the position or not, you are allowed to take one as gratitude for your service."[break][break]

Sénon Game must decide which pokemon he desires; he will be able to choose the moveset of his chosen Pokemon like a gachapon Pokemon.

THE AQUA INTIATIVE CONTRACT

I. INTRODUCTION

This is a contractual agreement between all signed parties, THE HOENN LEAGUE (THE LEAGUE for short) and the AVATAR. A contractual party is taken to mean that group or individual, any being(s) alive or otherwise that the contractual party has dominion over, hereafter referred to in aggregate in this contract as each signed party or as AVATAR, meaning those who have signed below.[break][break]

An AVATAR is an individual who has been recognized by a significant Pokemon who possesses (1) bestowed powers from said Pokemon and/or (2) possesses or can summon said Pokemon.[break][break]

The aggregate of signed parties hereafter referred to as The Avatar Quality and Universal Action (AQUA) Initiative. All AVATARS signing this document are bound to its terms, regardless of the name used to sign this contract.[break][break]

The AQUA Initiative is a program designed to help AVATARS transition into their new lives as empowered individuals, while facilitating the development of their skills for the good of Hoenn. The AQUA Initiative will offer protection and insurance to these AVATARS who sign this contract for their services.[break][break]

II. PURPOSE & DURATION OF AGREEMENT

AVATAR is not currently represented by THE LEAGUE, but acknowledges that he has had the opportunity to consult with THE LEAGUE of their choice and enters into this Agreement freely and voluntarily. THE LEAGUE and AVATAR each acknowledge that they are entering into this contract of their own accord and without duress, coercion, or pressure of any kind; that they have fully disclosed to each other all information pertaining to their respective capabilities likely to influence their judgement herein; that they have given due consideration to such provisions and questions, and understand them clearly; that the arrangement embodied in this contract is in all respects acceptable to them, being consistent with their respective capabilities; and that accordingly they assent to all the provisions hereof.[break][break]

THE LEAGUE agrees to enter into this contract in order to provide resources and support to AVATARS, in exchange for their services for the good of the Hoenn region.[break][break]

It is hereby agreed that, in exchange for the powers and abilities offered to AVATAR herein after, AVATAR shall perform certain services for THE LEAGUE. Said services are more particularly described as follows:[break][break]
    i. THE LEAGUE may time to time, demand the summoning of AVATARS to protect Hoenn and its constituents from regional threats (e.g. Ultra Beasts, domestic terrorists, natural disasters, aggressive Pokémon, etc.). AVATARS may provide their services if they deem the situation to be appropriate according to their own judgement and within the legal grounds without the summoning of THE LEAGUE.[break]
    ii. THE LEAGUE agrees that it shall not demand the performance of services and/or tasks more than once per week, with the issuance of a new service and/or task by THE LEAGUE does not release AVATAR from their obligation to complete any previous, as yet uncompleted, services and/or tasks.[break][break]

Below, the duration of the contract has been outlined:[break][break]
a. The contract is in power until[break]
    i. the death of the AVATAR[break]
    ii. breach of agreement[break]
    iii. or mutual termination of the agreement.[break][break]

In case of breach of agreement, the contract is in power until the remedies detailed in Section IV. have been carried out in full.

III. BENEFITS

All AVATARS who sign this contract will be provided with a salary of ###, ### pokédollars paid bi-weekly, alongside government benefits and insurance:[break][break]

     - can include spouses and dependents who are not AVATARS.[break]
    ii. life insurance[break]
    iii. Pokémon insurance[break]
    iv. property damage liability insurance[break]
     - all damages incurred by use of AVATAR powers and/or their Pokemon in a legal fashion or while working for THE LEAGUE will be paid for by THE LEAGUE.[break]
    v. government pension plan.[break]
    vi. access to League publicists and stylists.[break]

IV. PENALTIES IMPOSED FOR VIOLATIONS AND BREACHES OF THIS CONTRACT

Upon THE LEAGUE's determination that AVATAR has violated any of the terms and/or conditions of this contract then AVATAR shall be liable to punitive terms as described herein.[break][break]

Minor violations will incur a monetary fine that will be determined depending on the nature of the violation. However, if AVATAR commits a major violation of this contract, which includes actively working to subvert THE LEAGUE, collaborating with THE LEAGUE's enemies, seeking to be released from this contract except as expressly authorized herein, or otherwise subverting the purposes of this contract, then THE LEAGUE may exercise any or all of the following remedies:[break][break]

    a. Immediate expulsion from the AQUA Initiative.[break]
    b. Revoke any granted benefits including pension.[break]
c. Demand multiple services and/or tasks be completed, notwithstanding any other provision of this contract to the contrary.[break]
    d. Imprisonment.[break]
   e. Impose any other penalty THE LEAGUE deems fitting, so long as to do so would result in irony due to the nature of the AVATAR's violation.[break]

V. ADDENDUM

The following are changes to this document, that modify the terms for all signed parties, after such parties have signed. No addendum may be entered into this document before first being agreed upon by an unanimous vote of all signed parties. Any signed party may propose an addendum at any time, it will then be voted on at the earliest convenient time when all signed parties are present and in a sound and calm state of mind, as to cast a well considered vote.[break][break]

contracts will be renewed every ~~five~~ four years (should this motion pass).

having been remembered, dahlia's mr. rime begins to dance. the clacking of its shoes taps against the roof's old flooring with a celebratory jubilance.

"most troublesome?" dahlia pouts. a hint of laughter still tickles her lip. "i wasn't that bad."

the natu lands on the mr. rime's bowler-shaped head and coos much to its chagrin. with a strained expression, it taps away, tapping faster as if to gently throw the bird off.

"there's no rush." dahlia walks up to him and peers past the edge. "i understand that learning takes time. you already know that, however." as she leans against the rail, she faces kirk, head perched on her hand and propped elbow.

"how have you been? has hoenn been treating you nicely?"

ANXIETY ACCOMPANIES FORGETFULNESS. The Commissioner is understanding of that. Repetition is important, for clarity's sake.[break][break]

The Commissioner says; again, the heart of academia pulses with the dust of tome and tuition. "i am not about to lecture you on the systems of court here, but a contract limits liability, creates certainty and allows you to navigate the law with peace of mind. with no contract, the league could easily abuse us and vice-versa."[break][break]

If she could throw a book, she would; however, she finds herself unwittingly concerned about Hoenn's literacy rate. From below the table, she hoists out a small suitcase from her laptop bag. She sets it in on the table so that Sénon Game can see.[break][break]

DAHLIA SEEKS TO CINCH HER CONVERSATION WITH KYLE. She places her hand against her chest. "it wasn't anything conducted or ordained by me, actually. when lucas lane was head scientist, he curiously possessed the ability to identify avatars with his vision alone. after the pre-war summit, he told me that you housed a blessing of your own. Alexei Ivanov possessed no such ability, save for the ability to fall unconscious."[break][break][break]

As cait alfric speaks, Dahlia faces her with full attention. Regardless of accusations, little chips her countenance. "if the gods are truly able to teach their avatars, then how do we explain senri harada's fate?" Dahlia asks plainly before navigating away from the image. Now, the screen shows the insignia of the league: a pokeball embedded within a dramatic bolt. "not everyone has the luxury or privilege of having had gym leader or officer experience before they're an avatar, sergeant alfric. thankfully, powers have analogs. for example, flight and piloting. plant growth and botany. furthermore, it is clear that not all pokemon communicate in the same fashion- or communicate at all for that matter. poor lopez here doesn't even know what he can do." She smiles, despite the disparaging marks lobbed at her from before. Still, she finds herself seeking her Stoutland for comfort discretely below the table. Fingers tangle with soft Stoutland furs in the pauses between words. "i'm glad you have a wonderful bond with celebi, sergeant. i truly am. not everyone is as lucky as you."[break][break][break]

"as for protection, you would have access to our protective services and be briefed by intelligence at any sign of risk. however, i love your idea of residency. surely, we can procure a building dedicated to this intiative, which can also provide housing if not temporary security."[break][break][break]

Lastly, Dahlia rolls around Sénon Game's suggestion in her head like a pearl. The orb stops, thrown out with the shaking of her head.[break][break][break]

"the lack of a duration and requirement of mutual termination can be easily abused, game. that's why such clauses exist in law. let's say i were an avatar that did not want to participate in the initiative. however, i wanted to treat myself for one glorious weekend. i could simply sign the contract, use all of my health benefits on massage therapy and then leave without anyone being able to lift a finger." The Commissioner ponders penciling in a massage for herself after this storm of a summit. "four years. not five."[break][break][break]

THE AQUA INTIATIVE CONTRACT

I. INTRODUCTION

This is a contractual agreement between all signed parties, THE HOENN LEAGUE (THE LEAGUE for short) and the AVATAR. A contractual party is taken to mean that group or individual, any being(s) alive or otherwise that the contractual party has dominion over, hereafter referred to in aggregate in this contract as each signed party or as AVATAR, meaning those who have signed below.[break][break]

An AVATAR is an individual who has been recognized by a significant Pokemon who possesses (1) bestowed powers from said Pokemon and/or (2) possesses or can summon said Pokemon.[break][break]

The aggregate of signed parties hereafter referred to as The Avatar Quality and Universal Action (AQUA) Initiative. All AVATARS signing this document are bound to its terms, regardless of the name used to sign this contract.[break][break]

The AQUA Initiative is a program designed to help AVATARS transition into their new lives as empowered individuals, while facilitating the development of their skills for the good of Hoenn. The AQUA Initiative will offer protection and insurance to these AVATARS who sign this contract for their services.[break][break]

II. PURPOSE & DURATION OF AGREEMENT

AVATAR is not currently represented by THE LEAGUE, but acknowledges that he has had the opportunity to consult with THE LEAGUE of their choice and enters into this Agreement freely and voluntarily. THE LEAGUE and AVATAR each acknowledge that they are entering into this contract of their own accord and without duress, coercion, or pressure of any kind; that they have fully disclosed to each other all information pertaining to their respective capabilities likely to influence their judgement herein; that they have given due consideration to such provisions and questions, and understand them clearly; that the arrangement embodied in this contract is in all respects acceptable to them, being consistent with their respective capabilities; and that accordingly they assent to all the provisions hereof.[break][break]

THE LEAGUE agrees to enter into this contract in order to provide resources and support to AVATARS, in exchange for their services for the good of the Hoenn region.[break][break]

It is hereby agreed that, in exchange for the powers and abilities offered to AVATAR herein after, AVATAR shall perform certain services for THE LEAGUE. Said services are more particularly described as follows:[break][break]
    i. THE LEAGUE may time to time, demand the summoning of AVATARS to protect Hoenn and its constituents from regional threats (e.g. Ultra Beasts, domestic terrorists, natural disasters, aggressive Pokémon, etc.). AVATARS may provide their services if they deem the situation to be appropriate according to their own judgement and within the legal grounds without the summoning of THE LEAGUE.[break]
    ii. THE LEAGUE agrees that it shall not demand the performance of services and/or tasks more than once per week, with the issuance of a new service and/or task by THE LEAGUE does not release AVATAR from their obligation to complete any previous, as yet uncompleted, services and/or tasks.[break][break]

a. The contract is in power until[break]
    i. the death of the AVATAR[break]
    ii. breach of agreement[break]

THE COMMISSIONER IS APPROACHED BY THE CHAMPION. As others discuss, she answers him quickly, but with a warm pace. "oh kyle," Dahlia taps her fingertip against her lip with the rhythm of thought, "that may be what you think, but it seems to be the contrary. something has bestowed you with a gift, according to our examinations. you may not know it, kyle, but you are."[break][break][break]

Katherine Fairburne's addendum is swiftly shot down in a vote. Yet, her proposed addition is noted— if not something that has already been performed in secret.[break][break][break]

"i believe knowing who is an avatar is indeed, important. considering the gravitas that comes with avatarship, it is only a matter of time until that facet of identity is revealed. additionally, would you all not agree that most avatarships are granted in a very public manner?"[break][break][break]

Dahlia crosses her arms, her long sleeves wrinkling at the elbows. A loose finger reaches the trackpad of her laptop in this posture. Before she navigates her cursor on the screen, she warns everyone to look away should they be sensitive of death.[break][break][break]

A few taps pulls up an image. a young man, encased in ice, can be seen. With more scrutiny, it is clear he is dead. Notes written around the scanned photograph suggest he was in the middle of casting an Avatar ability— and that his corpse featured burn injuries.[break][break][break]

"senri harada, the previous avatar of articuno, was found dead, during the second invasion of rocket. his body was discovered near verdanturf." Dahlia's eyes linger on the frozen victim before casting sadly toward the tabletop. "this is why we are concerned. if you don't know how to control your powers, if you lack the resources to cope with this sudden shift, is it not likely that avatars who are not known, will face a similar fate as harada?"[break][break][break]

With a heavy breath, she taps her laptop once more. Her nude nail tolls like a bell as it clacks against the pad. On the screen, the image zooms onto Senri Harada's terrified visage. "perhaps, this was a moment of foul play. whether we like it or not, an avatar is vulnerable the moment they are chosen. the public is right. who knows if our enemies will attempt to seek them for themselves?"[break][break][break]

She pulls her finger away from the trackpad so that she can rest her head in her palm. However, she is quick to relinquish herself of the lax pose. Wielding her pen, she scribbles notes on a spare sheet of paper.[break][break][break]

"it does not matter whether the anointment comes publicly or not. a countdown begins when the blessing is bestowed." Her eyes look to her own file, "we can not ignore the fact that this aqua initiative provides protection. not just from others— but from themselves. and so," she says to Elite Four Thomas Benoit, "prevention is key. we help them come to us first— before anyone else can. personal information will not be disclosed aside from your names. of course, it would not be amiss to say that the public already knows who you all are."[break][break][break]

Unfolding her arms, the Commissioner taps her pen on the contract.

dahlia taps her pen on the contract, still waiting for yeas or nays on the decision to have the contract be renewable every five years. she hoists her laptop bag off her shoulder; it's large, housing more than her device.[break][break]

during the chaos, she takes the time to connect her laptop with an HDMI cable (it's quite out of the way) for she sees kim cole-essam and Sénon Game attempting to hold the universe together within this very spot.[break][break]

"how do you know?" dahlia asks the latecomer. "how do you know that every chosen one will assist hoenn?"[break][break]

tapping her laptop to shock it awake, the glass-like screen reveals an mp4 of the press conference. she hums as she scans the timeline, searching for a 'delilah swanson'.[break][break]

she presses play, the trackpad clicking firm.[break][break]

“i-is it to say that the pokemons don't really choose t-the league... since there are those that choose the side of... sorry for the word. 'evil.'”

dahlia maintains her smile— but it's inward. soft in curve, yet unwilling to relent.[break][break]

"the public is uncertain, desmarais. thanks to ms. swanson's question, the fears of renegade avatars have resurged to the forefront once more. i'm sure we understand the power of the press, yes?"[break][break]

dahlia raises three fingers. as she speaks, her fingers count down. her nude nails tap against her palm with ever descent.[break][break]

"i want to point out three issues. one, we are assuming all avatars will help hoenn in times of crisis. second, we are also assuming that the avatars are being treated as 'cannon fodder'. third, we are assuming that avatars will experience the same level of work hazard as our rangers and police officers."[break][break]

she speaks with a solid timbre. refusing to rush her words, the rhythm she maintains allows her to craft the fluency of her ideas as if she were writing in the tongue of academia.[break][break]

"at the risk of sounding like a broken chatot, first, how do you know? second, your efforts as well as cait alfric's and many others around here have been recognized as instrumental in the ultra beast war. should anything of that magnitude occur, would we be using avatars as simple farm fodder, if we are investing in them and ensuring that they are properly equipped when the 'chosen' go to help 'hoenn get back on its feet'? lastly, the avatars, as proven due to their valiant efforts within the megalopolan conflict, have engaged in high risk situations, moreso than the average soldier or ranger."[break][break]

she remains comfortably in her seat, despite the desire to stand.[break][break]

"and for this reason, i am offering those who are already making a difference better support. holistic support. the traumas you have all faced require community and pillars to lean upon. such an investment is something you all deserve."[break][break]

electricity tickles her flesh. hairs rise. the golden curl dahlia seeks time and time again to wrap around her ear begins to fray. "serena, do you not understand your current position? nevermind the tardiness, you clearly do not have your avatar powers in control! right now, you are affecting every single one of us in the room. stop it. now."[break][break]

her stoutland cowers beside her. static tarnishes the coat of her dog, causing wisps of fur to lash out like nihilego tentacles. nearby, her mr. rime tosses soggy paper towel into a rubbish bin.[break][break]

"we are running high on emotions, that much is clear. however, no one is forcing you to sign. the opportunity is here to decline— or judiciously alter the contract to all of your needs. be kind to yourselves, please. you are surrounded by good people."[break][break]

AMENDED CONTRACT / WAITING FOR VOTES

THE AQUA INTIATIVE CONTRACT

I. INTRODUCTION

This is a contractual agreement between all signed parties, THE HOENN LEAGUE (THE LEAGUE for short) and the AVATAR. A contractual party is taken to mean that group or individual, any being(s) alive or otherwise that the contractual party has dominion over, hereafter referred to in aggregate in this contract as each signed party or as AVATAR, meaning those who have signed below.[break][break]

An AVATAR is an individual who has been recognized by a significant Pokemon who possesses (1) bestowed powers from said Pokemon and/or (2) possesses or can summon said Pokemon.[break][break]

The aggregate of signed parties hereafter referred to as The Avatar Quality and Universal Action (AQUA) Initiative. All AVATARS signing this document are bound to its terms, regardless of the name used to sign this contract.[break][break]

The AQUA Initiative is a program designed to help AVATARS transition into their new lives as empowered individuals, while facilitating the development of their skills for the good of Hoenn. The AQUA Initiative will offer protection and insurance to these AVATARS who sign this contract for their services.[break][break]

II. PURPOSE & DURATION OF AGREEMENT

AVATAR is not currently represented by THE LEAGUE, but acknowledges that he has had the opportunity to consult with THE LEAGUE of their choice and enters into this Agreement freely and voluntarily. THE LEAGUE and AVATAR each acknowledge that they are entering into this contract of their own accord and without duress, coercion, or pressure of any kind; that they have fully disclosed to each other all information pertaining to their respective capabilities likely to influence their judgement herein; that they have given due consideration to such provisions and questions, and understand them clearly; that the arrangement embodied in this contract is in all respects acceptable to them, being consistent with their respective capabilities; and that accordingly they assent to all the provisions hereof.[break][break]

THE LEAGUE agrees to enter into this contract in order to provide resources and support to AVATARS, in exchange for their services for the good of the Hoenn region.[break][break]

It is hereby agreed that, in exchange for the powers and abilities offered to AVATAR herein after, AVATAR shall perform certain services for THE LEAGUE. Said services are more particularly described as follows:[break][break]
    i. THE LEAGUE may time to time, demand the summoning of AVATARS to protect Hoenn and its constituents from regional threats (e.g. Ultra Beasts, domestic terrorists, natural disasters, aggressive Pokémon, etc.). AVATARS may provide their services if they deem the situation to be appropriate according to their own judgement and within the legal grounds without the summoning of THE LEAGUE.[break]
    ii. THE LEAGUE agrees that it shall not demand the performance of services and/or tasks more than once per week, with the issuance of a new service and/or task by THE LEAGUE does not release AVATAR from their obligation to complete any previous, as yet uncompleted, services and/or tasks.[break][break]

Below, the duration of the contract has been outlined:[break][break]
a. The contract is in power until[break]
    i. the death of the AVATAR[break]
    ii. breach of agreement[break]
    iii. or mutual termination of the agreement.[break][break]

In case of breach of agreement, the contract is in power until the remedies detailed in Section IV. have been carried out in full.

III. BENEFITS

All AVATARS who sign this contract will be provided with a salary of ###, ### pokédollars paid bi-weekly, alongside government benefits and insurance:[break][break]

    i. health insurance[break]
     - can include spouses and dependents who are not AVATARS.[break]
    ii. life insurance[break]
    iii. Pokémon insurance[break]
    iv. property damage liability insurance[break]
     - all damages incurred by use of AVATAR powers and/or their Pokemon in a legal fashion or while working for THE LEAGUE will be paid for by THE LEAGUE.[break]
    v. government pension plan.[break]
    vi. access to League publicists and stylists.[break]

IV. PENALTIES IMPOSED FOR VIOLATIONS AND BREACHES OF THIS CONTRACT

Upon THE LEAGUE's determination that AVATAR has violated any of the terms and/or conditions of this contract then AVATAR shall be liable to punitive terms as described herein.[break][break]

Minor violations will incur a monetary fine that will be determined depending on the nature of the violation. However, if AVATAR commits a major violation of this contract, which includes actively working to subvert THE LEAGUE, collaborating with THE LEAGUE's enemies, seeking to be released from this contract except as expressly authorized herein, or otherwise subverting the purposes of this contract, then THE LEAGUE may exercise any or all of the following remedies:[break][break]

    a. Immediate expulsion from the AQUA Initiative.[break]
    b. Revoke any granted benefits including pension.[break]
c. Demand multiple services and/or tasks be completed, notwithstanding any other provision of this contract to the contrary.[break]
    d. Imprisonment.[break]
   e. Impose any other penalty THE LEAGUE deems fitting, so long as to do so would result in irony due to the nature of the AVATAR's violation.[break]

V. ADDENDUM

The following are changes to this document, that modify the terms for all signed parties, after such parties have signed. No addendum may be entered into this document before first being agreed upon by an unanimous vote of all signed parties. Any signed party may propose an addendum at any time, it will then be voted on at the earliest convenient time when all signed parties are present and in a sound and calm state of mind, as to cast a well considered vote.[break][break]

contracts will be renewed every five years (should this motion pass).

VI. NAMES & SIGNATURES OF SIGNED PARTIES & WITNESSES

I hereby certify that I have read, understood, and agreed to all of the terms and conditions provided herein above and I expressly agree to be bound by each and every one of them. I understand that this contract cannot be revoked by me after signing, except as may be expressly provided for herein. THIS EXCLUSIVE EVENT introduces the "AQUA INTIATIVE," a program and task force that bands together the avatars of Hoenn. This thread will present your characters with a choice of joining the AQUA Initiative or not.
