Elise was part of the first wave of employees Josh had hired, even if she was only part time. To see her go was a horrific blow to the Gym. "I don't know what to say about the notice. I'm taking a wait and see attitude. There's something in me that brings a shadow of doubt over its legitimacy, but I have to be ready."

Worst case scenario, he would never see them again. And every single one of them was as important as family.

"It'll make running the Gym as-is close to impossible," Josh answered. "I sent the League an urgent email explaining why this is such a bad idea. But ultimately it's the Council's prerogative. If they want to cut their Gym program off at the knees, then they'll suffer the consequences, too. I'm exempt because I'm a Champion, but the reduction in Pokémon is going to drive business to a standstill. You're in the Minor League. You should be on that thread. And if you're not, I'm forwarding that email to you, protocol be damned." He played along with some of the League's poor decisions in the past, but this was one he could not stand by on. All this law would do would be strip power from the rank and file and put it in the hands of those in office... and in Rocket, who wouldn't be obeying anyway.

No matter how many Avatars the League had, they weren't repelling the full might of the proletariat.

Josh paused, not knowing what to say at first. Elise, though only a part-time worker, had a fantastic work ethic and a great sense of responsibility. "I... understand. Considering you're also Rustboro's Ranger Captain now, it makes sense. Plus, with you and Charles working closely with one another, the League has to have eyes all over you. They've kept a close eye on me since Kyle handed his Raikou down to me. It's been... overwhelming."

Josh reached around the Raikou's head and toward his keyboard, collecting some paperwork for Elise. "I'm going to send you an email with all your termination paperwork. Once we receive it, you'll get your final check by mail and we'll revoke your access to Mauville Gym systems." A tear rolled down his left cheek and onto the floor. "You'll be missed. And if you ever change your mind, you're fully rehireable."

He wanted to end their business relationship on a positive note, though. "Want to go on one more run across the property before you lose full access? If you don't mind the slower pace, there's room for two on Swift."

There was little doubt in Josh's mind that the methods to the League's madness would remain hush-hush. His mind would be blown, and his emotions fuming both ways, that it was just a ruse to rally their forces against Rocket. "No, I agree with you, Elise," Josh nodded, leaning forward on the plush Raikou, imagining himself picking up the pace. "I think neither one of them truly have Hoenn's best interests in mind. I do think that the League is the lesser of the two evils, which is why I'm so supportive of them."

When Elise wandered toward the plush, Josh laughed, hanging up the felt reins in their proper position. "I know it looks real, but it's just a giant plush toy, heh," he replied, dismounting from the nearly life-sized stuffie that had to have cost a small fortune. As his feet touched the office floor, the RAINBOW FEATHER's light may have reflected in Elise's face, the iridescent artifact glowing with all the colors of the rainbow. "Let's head outside."

Josh would lead Elise to the bottom level, warning other trainers and Pokémon to give the Gym Leader and princess space. Drawing the Sign's four strokes with his feather, the Knight of Thunder called upon his most sacred companion whose false emotions were a reflection of his innermost psyche.

With a tap to the Beast's crown, Swift crouched, beckoning Josh and Elise to sit upon his black thundercloud. Josh did so first, likewise inviting his friend and fellow Ranger to do the same. "Now I can't go very fast with him, so if you're expecting to ride at the speed of lightning, my body can't handle it yet." Even so, the electric Pokémon was still very fast. "Swift is... neither a god nor a shard legendary Pokémon," he answered while Elise was getting situated on the Beast if she chose to do so. "What he is... is kinda complicated."

Josh frowned upon hearing Elise spout Rocket propaganda, even though he understood that she didn't believe it for one moment. "Here's the thing, Elise. Both sides have committed war crimes, and it's clear that the Commissioner values total victory in the war and eradication of Rocket over holding the League's upper management accountable. They're both corrupt. Rocket's just more brazen about it." He wasn't sure who in the upper echelons the corruption was coming from. Perhaps it was a combination of members. He once suspected Matias, but after falsely learning that the standing Elite Four member gave up his Avatarship, he dismissed the possibility that the Volatile was still compromised.

With both Elise and Charles on the thundercloud, Josh was pushed to its very back, up against the billowy cantle. There was little room to maneuver on what would be quite the bouncy ride, given how much the tiger's back flexed when at speed. "Hold on tight, Elise! Charles! And have fun!" Swift tried to impress the two guests by rocking them with a powerful, bone-rattling purr that could have sounded cute or intimidating, depending on how used to giant predators one was. The Raikou pranced down the concourse with his three riders in tow, slowly picking up speed as to not agitate his bearer's arm. Even at the lower speeds, the power behind every stride was apparent. They also were still going quite fast... just not fast by Johtonian speed god standards.
