When the dust settles, leaving the two men rounded up by Navy, Penelope finally makes her approach, her fingers shifting at her sides. They act with a mind of their own, twitching with every step taken, begging to be granted freedom. If Navy wasn't there, maybe she would listen, and allow their yearnings to pull from the earth's core and drench these men in a hellfire of revenge. Maybe she would snatch at their necks and funnel a bright, burning deluge of magma into their bodies, scorching them from the inside out. If only.

To act surprised would be to rob the dead of their meaning. So she doesn't. She swallows their words with the simple comprehension of a woman receiving an all-too-familiar report.

"Who sent you," Her voice cuts through their conversation like a hunting knife, direct and to the point. Off the top of her head, there could've been several reasons behind the attack. It could've been a spur-of-the-moment decision enacted by a duo originally sent out for exploration purposes, or a targeted attack pulled together by their Admin, or a combination of both.

But, given their tight expressions, the councilwoman could assume they aren't open to hinting at either answer. Not without some help, anyway.

"Need I remind you of your situation," she continues, motioning to Navy and herself, "Helping us here could go a long way."

It is a lie.

Their lives would never escape the prison block she had already assigned to them several breaths back. They are destined to forget the sun, the sky, the stars. They are destined to live out the same sentences as those men she will have to bury when this is over.

Still, she continues to spin these honeyed words, pulling from the raging emotions rampant in her chest.

"Why continue protecting the very people that threw you to the wolves in the first place? Do you think they'll care? Do you think your executions will change anything for them?"

Her eyes rake their entangled bodies, mentally rending them into ribbons, reducing skin to muscle, muscle to bone. The more she stares, the more their gazes become entrapped, unable to escape from the reality of her words.

"It won't. Because to the world, you're dispensable pieces of trash. Powerless and useless, you're worth more dying for a cause than fighting for it."

Between every word she spills, the grunt only looks to grow more and more uncomfortable. His skin splotches with bursts of red, life rushing below his skin louder than ever before, as though his very essence was pressed against it, fighting for the freedom that teetered off her tongue. He is becoming more himself than ever before, all while losing the qualities that once marked him as him.

In Response to ANONYMOUS (Greyson Connors)
The League’s Amnesty program is a needed institution for the continued stabilization and rehabilitation of former criminals and the region at large. Without a road to redemption, prior offenders have no incentive to stop. Historically, this has been observed as the leading reason for offenders to continue their lifestyle, with a smaller margin willing to undertake the difficulty of evading Team Rocket while circumventing the League.

The program is utilizing its members by granting them opportunities to escape the need to rely on crime. Petty offenders are provided resources to volunteer, contribute to Hoenn’s labor force, and provide the League intel so that it may better protect itself against Team Rocket’s constant attacks.

Furthermore, defectors must follow a legal process for their defection to be legally acknowledged by the League.

On the matter of reparations, defectors are expected to fulfill service and/or engage in individualized processes tailored to their criminal records. Restorative justice is the core pillar of this approach.

To date, there have been no failures in the League Amnesty Program. Instead, there have been defectors who have not satisfied the defection process, resulting in their detainment.

The chemistry of their world begins to shift as the alchemy weaves her fingers through it, constructing safety in the ensuing whirlwind of destruction raging around them.

But no amount of protection can slow the violence still blooming in the height of spring. When the golurk's arm slams downward, an upchuck of rock moves with its force, rising upward, and in turn, forcing Heatran to divert its attention to hamper its movement. By the time Penelope realizes the folly of this response, it is already too late. The silhouette of the bandaged man is already rushing to reach her, weaponizing the Pokemon as a vehicle of immediate movement.

Skin meets skin, hatred meets envy, violence evokes blood - the spin of events rolls out like a scene from a picture film, both brutally fast and agonizingly slow. When Penelope reacts, it's with horrified disgust and reignited vindication.

"Next time," the words claw out from her throat, moving as quickly as her instincts. She lunges for his extended arm, as she'd done with Tempest Quinn nearly a month prior, tightening her grip, locking it in. Magma would look to take shape at her fingertips, on her palm, coming out in the form of bubbles. "When you attack someone, aim to kill."
