"Wait, is that way I never had a visit from you?" Frank asked as the realization hit him in the gut. The taste of it soured the sandwich he was halfway done chewing.[break][break]

Only a couple of days had passed since Frank had left Black City Correctional Facility, since he had regained his remaining possessions and called Damien. He was drinking coffee and eating a sandwich at a diner near his childhood home when his phone rang.[break][break]

Damien's name popped up on the screen.[break][break]

The surge of elation that filled him felt almost foreign. Prison had denied him this kind of happiness. Immediately, Frank answered.[break][break]

"Hey! Damien! How are you? You got my message?"[break][break]

He was met with a long, tense, moody silence. Then a single word reached his ear.[break][break]

Frank's brow furrowed. "Slateport? Like in Hoenn? The fuck're you doing in Hoenn?"

Frank was born in Black City, Unova to a middle class family. He was an only child.
When Frank was a young teen, he began babysitting DAMIEN RUSSO, the son of his mother's friend. The boys eventually became friends despite their 6-year age difference.
After Frank graduated public high school, he attended Unova University for a Bachelor's degree in Business. During his senior year of college, he met JACQUELINE RICCI and they started dating.
Frank began his career as a stockbroker shortly after graduating from university. He worked for a prestigious and highly competitive company, and seemed to thrive. A year later, he and Jackie married.
Frank and Jackie divorced after five years and two children (Alice, born 2014, and Lucas, born 2016).
In 2019, Frank and several of his coworkers were arrested and imprisoned for fraud, embezzlement, and other white collar crimes. He served three years in prison before being released on good conduct in late 2022.
Frank was briefly the CEO of Caffey Financial Group in Rustboro City. However, the company went under in 2023. He currently works for the financial department of the National Museum of Natural History in Slateport City.
He currently lives in Rustboro City.

Frank has been in love with Damien for a long time. They official entered a secret relationship when Frank was still married to Jackie, and have a complicated, open relationship even now.

The inspiration for Frank comes from two characters: JORDAN BELFORT from THE WOLF OF WALL STREET and, to a much lesser extent, FRANK UNDERWOOD from HOUSE OF CARDS. By creating Frank, I wanted to explore a man who is utterly despicable in a personal, social way, a man who makes a mockery of polite society because he can't control his impulses. WEALTH: Despite Frank's accumulating wealth since coming to Hoenn, he desires more and more. His reality is that he grew up as middle class, and only through hard work and persistent networking did he amass any wealth before his sudden fall. Supposedly, the hot springs on Mt. Chimney were some of the best in the region, surpassing even the gorgeous bathhouses of Petalburg City. Frank wanted to check them out himself — solo, at first, then perhaps he would bring Damien another time.[break][break]

As he traveled up the slope, the sounds of fighting caught his attention. Releasing his Malamar from her Pokéball for his own protection, he approached the source of the noise, curiosity overwhelming caution.[break][break]

What he found surprised him: several Emboar engaged in friendly WRESTLING matches, each trying to overcome the other. Amused, Frank turned to his Water-type.[break][break]

"Cause a little chaos, would you, Queenie?"[break][break]

The squid obeyed, attacking the Emboar with PSYCHO CUT and causing them to scatter. Frank threw a Pokéball at one of the retreating Pokémon, hoping to catch one.[break][break]

No different than the art gallery. Frank understood the other man's meaning — that the region itself had become a spectacle, attracting tourists from across the world to marvel at its tragedies. A better man might have rejected the siren song, but not these two, it seemed.[break][break]

And in Frank's case, a stronger and more personal reason had brought him to Hoenn.[break][break]

"A close friend of mine moved here in the past couple of years," he admitted. "I was occupied for a while, but eventually came out here to see them."[break][break]

Not that Damien had any choice in the matter.[break][break]

"I've been thinking about joining those expeditions myself," Frank said, shifting the conversation back to a less personal topic. "Got a guy who's willing to show me the Border for a bit of cash. That one seems to be the most interesting."[break][break]

He paused. They'd chatted for a while now, so it was time to introduce himself. "I'm Frank, by the way. Frank Caffey." The Unovan extended his hand to the other man.

Frank tried wracking his brain to remember what Hazel did for research, but the information had slipped out of his head as soon as their last meeting had come to an end. Instead of revealing that, however, he nodded in understanding.[break][break]

"No, no, I remember how it was back in school," he said, attempting to sound sympathetic. "The professors really knew how to work us to the bone. Not that you're the kind of person to do that," he added quickly.[break][break]

A Jigglypuff approached, splashing in the shallows. Queenie the Malamar caught the Balloon Pokémon in a powerful WRAP, dragging him into deeper waters. Frank threw a Pokéball to prevent something more morbid from occurring.[break][break]

"Business has been great! We've made a lot of affiliations with banks and other financial companies, and the number of clients continues to rise. We're even talking about moving our office to a bigger building at the end of the year if the trend continues."[break][break]

But he realized Hazel may find business just as boring as he found academics. Frank was ready to pivot the conversation to something more relatable if needed.

Frank should have expected that removing the pests would be more challenging than he'd hoped. But he did not anticipate having to open the windows. He took a good look at them, searching for a latch and finding none.[break][break]

"I'm afraid not," he said apologetically. "But we can access a balcony on this floor. This way."[break][break]

He lead Fox out of his office and down the hall to a conference room on the same side of the building. Quite spacious with a high ceiling, the room boasted a small balcony overlooking the busy street below. Noise from the street filled the air as they stepped outside.[break][break]

Frank leaned over the railing to peer at the Kakuna attached to the building's face. "Does this work for your needs?" he asked Fox.
