At the click of a trackpad, the Macro Cosmos Media article changes to reveal an image of the meteoroid. The same image Yui Fujin Silph and Martín del Mar had been able to procure from Mossdeep in late July.[break][break]
"simply blasting the meteoroid apart carries its own complications. resulting shrapnel and debris that makes its way to hoenn can be devastating in their own right." The Commissioner explains, voice crescendoing toward the end. "and how would that meteoroid break apart? have we a clue? that exact volatility is why my plan using the primal points is the only way path we have."[break][break]
She clears her throat, gesturing to the image.[break][break]
"this was delivered to us by mossdeep space center. the meteoroid appears to be made up of the standard fair. silicates, nickel-iron, and an unidentified mineral that has been described as crystalline and obdurate in appearance."
The Commissioner looks to John Sullivan, Eva Morales.[break][break]
"failure is not an option. however, we can devise preliminary back-up plans. it would not hurt for tapu lele to assist with rayquaza's recovery, if you and the pokemon are able."[break][break]
The image is minimized and dragged to the corner. In the image's original place, a document entitled the 99943 METENO PLAN (CONFIDENTIAL) expands.

THE PLAN
 The 99943 Meteroid Impact will require the deployment of the AQUA INITIATIVE, all active GYM LEADERS and other necessary League personnel, as this is a region threatening event.[break][break][break][break]
PRIMAL POINTS[break]
Primal points, machines housing primal crystals with the precise clarity, color, and carat weight for dimensional teleportation to SEA HOENN have been set up all around the Hoenn region. These machines can be oriented and angled for proper aim.[break][break]
Striking these primal points with a MEGA EVOLVED POKEMON'S ATTACK or Z-MOVE will cause the machines to funnel the created energies toward the incoming meteoroid, causing it to warp into SEA HOENN. Several primal points are needed to warp an object of the meteoroid's size and velocity.[break][break]
As soon as the METEOROID enters the troposphere, the primal points will be activated to ensure swift teleportation.[break][break][break]
PRIMAL POINT SELECTION[break]
The League must select four primal points to designate as key primal points. These primal points will act as the main primal points with larger cuts of primal crystal. Should any of these fail, the remaining primal points will be activated as reinforcement.[break][break]
MT. PYRE will be designated as a key primal point due to its elevation. Groundskeeper samuel carter will be notified by the League of this development soon. MT. CHIMNEY is to be avoided due to dimensional instability in the area and potential residual primal energy.[break][break]

ROLES
[attr="class","ynospace"] - Commissioner, Council, Head Professor and Head Scientist may operate from The League Emergency Operations Center in Ever Grande City should they desire.
- AQUA Initiative members and Elite Four will be deployed on the ground and in the air to ensure no interruption or interference of operation around key primal points.
- Gym leaders and/or their gym trainers will be assigned to primal point locations for protection. They will also be the ones responsible for striking the primal points with mega evolved Pokemon or Z-moves. Should a gym trainer be responsible, the gym leader may join the Elite Four for additional assistance.
- League Officers & Rangers will be deployed throughout the region for crowd control, safety, and surveillance in case of Team Rocket activity.
Communication devices will be distributed for information items, live updates and securing timing of operations.
THE FLOOR IS OPEN
 "please voice and or write down your choices for four key primal points." The Commissioner says. "this is also a time to ask questions, voice support or criticism of the plan, and any other general discussion in relation to the meteoroid impact event itself."[break][break]
She looks to everyone. Stern-eyed, but still with the softness of her physical features.[break][break]
"after all, according to your recent reports, saving hoenn from the meteoroid may mean the destruction of all other universes. ones we do not call home. the veracity of that statement is yet to be determined if it is at all possible."[break][break]
"even so, as commissioner of this region, i will do whatever it takes to protect it."

The next few moments were filled with a flurry of discussion regarding Rocket. Most were of the mind that taking a more aggressive stance was the way to go- something which the youth couldn't have agreed more.
Doug tapped his finger onto the table, lips set into a flat, thin line. The moral and ethical ramifications of the plan were the reason their Hoenn's Rayquaza had been recovered.
