To guarantee the retaking of Sootopolis goes as smoothly as possible, it is necessary to take additional steps to prepare the battlefield for their biggest hitters and infiltrators. Whether by land, sea, or sky League's HBIC needs as much intel as possible on Rocket movements and assets to maximize their chances of victory. NOTES/COMMENTS: Teddie summed it up pretty well in his post as Navy! We plan to lean into the fact that Cillian VS Navy is an inevitable stalemate as Avatars. Navy gets stronger depending on the strength of his foes, and Cillian gets stronger as the battle goes on and he can turn others' Pokémon against them. Also Cillian and Temp continuing to be the menacing power couple of Sootopolis.

Setting aside conflict for the sake of Sootopolis' civilians will also showcase that while Cillian is a violent terrorist with an agenda, he will still look out for what he sees as his people.
