after the ultra beast war, hoenn begins to heal. the megalopolan invasion may have failed; however, it is clear there is much more at stake. a prophecy revolving around a cyclical meteoroid, the appearance of necrozma and a dangerous and viral alien threaten the safety of the region once more.
with rocket's new boss, the resurgence and reappearance of the crime syndicate's presence is imminent. the league has done its best to repair its reputation, and with the victory of a war under their belt, perhaps it is enough. but the seeds of distrust have already been sown in the ravaged land of this region, causing many to wonder what will grow?
furthermore, this particular thread is set in the middle of september, while the war of the worlds raid is icly set toward the end of september. by this time, Remiel Calcifet and Bailey Cooper have become avatars. a summary-conclusion post will be coming shortly for "BAD BLOOD".[break][break][break]

they would be summoned to evergrande city; although slateport city may be the most convenient, the secrecy shrouding the contents of this meeting force the location to be more remote. inside the evergrande league headquarters, in a high floor, dahlia goode waits. her stoutland greets those who enter the room, wet snout occasionally bumping against hand and leg. the conference room is spacious— but cast in dim lighting. the wide windows shut the sunlight out with metal paneling.[break][break][break]
DAHLIA THANKS EVERYONE FOR COMING IN SUCH SHORT NOTICE. a bodyguard leaves the room, locking and closing the door. behind the commissioner, a screen is swathed in blue: a presentation waiting initiation. once everyone is seated and attentive—god only knows how long that would take—she taps her laptop's touchpad.[break][break][break]

she continues, transitioning between images. eventually, she stops at another photo, clearly zoomed in from a far distance, for artifacts mar the clarity. on one of the islands, the attendees see what appears to be a war camp. otherworldly pokemon and oddly-suited, pale-skinned men and woman fill the ranks.[break][break][break]
"WE HAVE NO IDEA AS TO WHO THESE PEOPLE ARE. HOWEVER," dahlia taps her laptop once more, "THEY SEEM TO HAVE COME FROM WORMHOLES. NEXT, THEY SEEM TO POSSESS AN INCREDIBLE ARSENAL OF ULTRA BEASTS— AND HAVE BEEN GATHERING LOCAL FAUNA TOO. WITHOUT THE USE OF POKEBALLS." she frowns, cradling her hand as if nursing a wound. "FURTHER INTEL SUGGESTS THEIR MOVEMENTS ARE PREPARING THEM FOR AN ATTACK AGAINST HOENN IN A FEW WEEKS. WE NEED TO ACT SWIFTLY. EVACUATE CIVILIANS, PREPARE CADETS AND RANGERS... "ALTHOUGH I WOULD LOVE TO CONSIDER YOU TOO, STORMY, SENIORITY OVERRIDES." however, such a confession is a farce. to have someone with a corporate name like silph assuming such a position concerns her. after all, representatives from DEVON CORP., SILPH CO., and BENOIT ARMAMENTS already fill many seats.[break][break][break]
she awaits their decision. when one accepts the position (or perhaps, they both decline), dahlia goode will say they will orient them to the position immediately after their assembly.[break][break][break]
AFTERWARD, DAHLIA PULLS OUT A POKEBALL. she clicks it open, and a red bolt manifests into a dramatic orange plume. the room glows with yellow light as a TAPU KOKO hovers above their conference table.[break][break][break]
"HOENN'S TAPU KOKO WANTS TO LEND ITS HELP TO US." the commissioner says, "IT WANTS TO DEFEND OUR MANY ISLANDS— AND WANTS A CONDUIT FOR ITS POWERS." the electric deity scans across the room, stern eyes honed sharp like a blade.[break][break][break]

In a darkened room, Bailey Cooper scoured the new lines that marred her body, tracing groove-like scars while waxing down a glass filled with something amber to burn. In its contents, she can feel something churning, and her eyes followed the fissure of black against the skin like these marks were something tribal.[break][break]
Despite the heat of the end of summer, her thermostat was cranked to full. The air was suffocated with its heat, but she breathed unabated; shivering.[break][break]
“At what time? Yeah, I'll be there,” and as she stood, Bailey would toss her iconic jacket over her shoulders.[break][break]
With its dawning, the markings of victory star merged avatar were concealed; her mantle of marks only for her to see.[break][break]
She took her keys; took her belt; took the red orb as she walked outside to greet the air that now bit with a chill that could not compare to what dwelt beneath the earth's crust.[break][break]

Escorted by dahlia goode 's stoutland, Bailey Cooper would take her designated seat and fall into a slouch; unable to bother sitting upright, she seemed more akin to a distracted pupil than what her position designated.[break][break]
It was only when the presentation started that she found herself leaning forward, elbows propped to the table as it was announced that another war would come to their shores.[break][break]
Islands, represented by dots, darted a faraway map to depict their options; from where? What would be the channel of approach?[break][break]
She can remember the initial takeover of Slateport, and she knew that there would be people in the room that would have no experience with such a sight; in its memory, she would fold a neat fist into the crux of her hand, just to stare in silence.[break][break]

And dahlia goode had just offered for her to be Champion, even if it was only temporarily.[break][break]
All champions seemed “temporary” to her. How many had passed in the last two years?[break][break]
“Think I could use the restroom, first?” Her gloved hands would sweep her bangs, knowing that there was a very real part of her mind that just wanted to make a break for it.[break][break]
She would fight at their lines. She would toil against this encroaching threat. Still, Champion?[break][break]

Waiting on the answer to that question, her eyes would glance to gauge kyle lopez .
Orion arrives in exhausted silence, managing a smile in the direction of the Stoutland whose nose brushes damp against his fingertips. The air of the conference room feels oppressive in spite of its size.[break][break]
Dark eyes sweep the room as the councilman makes his way to his seat. He's among the first to arrive, but the nervous energy of an emergency meeting drains his want to socialize. He nurses a cup of coffee and answers e-mails on his phone. Earbuds playing soft instrumentals serve as a deterrent to interaction, though his attentiveness is belied by the way his gaze shifts to follow the movements of those in the room.[break][break]

He remembers the night of the new year and the destruction wrought upon the night market. It's not the first wormhole, the first 'Ultra Beast' to assault Hoenn. It would have been naive to think it'd be the last... yet there is always a sliver of hope, buried deep beneath pessimism, that he'll be proven wrong.[break][break]
He'll do whatever's needed. It's his duty, and he has nothing to lose.[break][break]
Good, he thinks, as he looks between Bailey Cooper and kyle lopez and wonders which of them would adopt the mantle. Hoenn needs someone to root for.[break][break]
Though in awe of the legendary's presence and power, Orion turns his gaze from Tapu Koko. There were others in the room far more worthy than he.
Skyler had the feeling that she wasn’t supposed to be here.
The summons had come shortly after Skyler’s encounter with - what had they called it? - an ultra wormhole. She’d been preparing for a dive when she sky had torn itself apart right above her, the bright blue engulfed by - whatever that thing was.
A shudder went through her at the memory, which she quickly dismissed as she petted the friendly Stoutland and made her way into the room, leaning against the closest wall. She was one of the first to arrive, and the feeling of not belonging only increased as more people entered the room, some of whom Skyler recognized.
She shifted in place, crossing her arms over her chest and trying not to do something silly like waving her arms at those few people she did recognize. The atmosphere inside the room felt weighted and serious and in truth Skyler just wanted to get this over with. She’d almost refused the invitation, but too much was at stake. Lilycove, and Hoenn, was her home.
When dahlia goode gestured to her, Skyler gave the room at large a little wave. Then her attention shifted to the transitioning images on the presentation and Dahlia’s words, and her usually tanned face grew a few shades paler.
The word felt foreign even as she thought it. A pit of dread grew in her stomach as she tried to imagine how war would look like sweeping through Hoenn’s cities.
‘Where will those weird wormhole people attack? Do we know if they’re targeting a particular city? Or several?’
Skyler was barely aware of asking these questions out loud, still processing the information she'd been given. Her whole family was in Lilycove, along with most of the people she knew. The majority of them could barely defend themselves against petty criminals, much less against some sort of cosmic army.
Consumed by her own thoughts, the whole champion situation went right over her head.
When Dahlia released a legendary pokémon into the room like it was nothing, however, Skyler immediately scrambled backwards and one of her hands went to her beaded necklace, gripping tightly until her knuckles turned white.
The pounding of her heart drowned out most everything else. The young sailor did her best to look everywhere but at the legendary. There were powers, she thought, that ought not to be messed with.
[attr="class","stone"]it would be foolish not to be cautious of the unknown. whoever these people are; whatever ultra beasts they possess — they are an enemy of hoenn. what follows is only logical, predetermined, and needed. hoenn will stand and fight as they always have.
"sootopolis has been fortified and will be prepared for an attack. that said, we will look to evacuate our civilians soon. i suggest those in the area to do the same, and please let me know if you need any assistance."
at the mention of a provisional champion, alexander taps his foot against kyle lopez's. the look he shares is suggestive, reminiscent to the one shared at the seafood restaurant. regardless of who decides to step up, alexander has no doubts that Bailey Cooper or kyle lopez will make good champions. their track record proves it.
as for tapu koko — what constitutes as being worthy is lost on alexander. it will choose who it wants to. alexander makes no case for himself, but will hold his gaze when met by tapu koko's stern eyes.
[attr="class","illeana i"]she shows with slightly shaky hands and a neutral expression. dahlia goode's stoutland, cutie that it is, greets each of them as they enter. illeana is no different but she bends at the waist to give a quick pet. it's a familiar creature, one that brings a soft smile to her features for a moment. and then, after she settles in beside Stormy Silph, the smile dissipates.
she is quiet, observing the sea of faces. a nod here and there but otherwise? she offers no comments. not yet, anyway. she files each piece of information away, tucking them into tabbed folders for easier memorization.
and while the subject is enough to make anyone nervous, she's dipping her toes into anxiety with more than just the topics at hand on her mind. the presence of tapu koko has her eyes averting, has a hand drifting to the single pokeball at her belt for just a moment. enough to feel the presence, enough to feel the pressure of a tapu rise. and then, it subsides and she's waiting for more information, hands clasped together and resting comfortably in her lap. while a champion is decided and an avatar selected, she chews on the concept presented. they're going to war and it's not going to be pretty..

But her focus isn't on the Stoutland, her gaze is blurred, thoughts running rampant with anxiety. The woman settles back into the fray, quietly observing as Dahlia speaks on several matters.[break][break]
The familiar presence of illeana reyes forces the breath she's been holding to be released. Her hands are clenched a moment longer before she releases the stress. skyler dross had found a wormhole. War was coming.[break][break]
Fear thrums in her veins and she can feel the discomfort of Moltres' influence deep in her belly. The Tapu Koko is a malevolent presence in the room, its eyes searching the souls of each and every one of them. Stormy will not meet it's gaze, as she is too focused on the images Dahlia has put on display.[break][break]
"Arceus help us all.."[break][break]
Her words are a faint whisper, lost within the crowd. She seeks comfort in the form of Illie's hand, mindful of how hot to the touch she might be. She is afraid, rightfully so, of what is to come.[break][break]
Dahlia's comment about seniority rules is dismissed - Stormy puts up no interest in the position anyway. She wasn't ready, she wasn't sure any of them were. [break][break]
As soon as Thomas had gotten the word that there was a meeting in Evergrande, the trainer made his way over as quickly as possible. In all honesty, given that it was a gathering of all Gym Leaders, Elite 4, and any major figure within the League, Thomas was worried that trouble would come. All he could hope was that security was good, since he doubted that they'd allow him to pack heat in the meeting. Especially with Dahlia knowing about his connection to Yveltal.
As Thomas heard the news that war was coming, the trainer grimaced. Yet another disaster in the works, but at least they had some forewarning about it. He hated to think about the lives that would be uprooted in the evacuations, and the further work that would have to go into bringing everything back to normal, if they were to beat back these invaders successfully. He felt for whoever lived in Slateport at this point, having their lives uprooted so many times in such a short span of time.
Whether Bailey or Kyle got the Champion's seat, he was sure that the Region would be in good hands under either of them. Having worked with the both of them, and having seen them both come through his Gym, he knew what they were capable of.
"Any word on who's considered for the Elite Four in their place?", Thomas inquired.
Thomas looked on at Tapu Koko, the Alolan Guardian that had been rejected last year. As Dahlia mentioned that it was looking for an avatar, he sat and watched around the room. From what he had read on the Alolan Guardians since, he gleaned that Tapu Koko was considered a war deity. Given that Thomas was willing to go to war for what he believed in, to protect those living under the League, while hoping to change it to be better prepared for threats like Blackwell's Rocket, he wondered if he'd be a match for the Guardian. Ultimately, he remained silent, waiting to see if any of the others would step up.

Walking inside and claiming a seat for herself among the other officials of the League, both new and old, was easy. It felt as natural as drawing a breath for her. [break][break] She was a good actress, but this went beyond. There's a good superiority complex buried inside the woman, along with seas of overconfidence. Where one would expect the region's newest gym leader to doubt themselves and perhaps question whether if they've earned their place in this room— it never once happens. [break][break] Dahlia's presentation begins, and with it, any noise in the room comes to a halt. [break][break] The image of the unfamiliar pokemon captures her attention first, and Dahlia's words do the same a second after. Until now, Katherine didn't know what to expect to hear in this meeting. Until now, she considered that all this secrecy was for nothing. [break][break] It wasn't. [break][break] "They're here to invade our region. They won't stop at one city." Her words are directed at skyler dross but her eyes remain glued to the screen, never once shifting away. "And if what the commissioner said is true, then it's also fair to assume that they won't focus on one place either." [break][break] "These creatures— pokemon or alien, whatever they are, carry power from beyond. There's a good chance their attacks will be widespread to divide us." In other words, no place was safe. [break][break] It's speculation, and maybe this isn't the healthiest thing to be doing at the moment, but Katherine chooses to imagine that the worst was headed their way. It's a suffocating feeling of dread that slowly eats at her rational thoughts. A sharp breath is sucked through tight teeth to calm her nerves, and then she falls silent. ALEXANDER STONE's words lead her to think about her own city. Fortifying Mauville was one thing, but where would the civilians be evacuated to? [break][break] Tapu Koko's arrival only causes her to worry more. This only means that there's another participant in this war. A glance is spared in the legendary's direction before her eyes shut, and her mind wanders elsewhere. [break][break] This is what true fear feels like, isn't it? Natural emotions surface when confronted with trouble. Like a pungent musk, it reeks from those too green to ease into another year of Hoenn. Only the second hand smoke of a freshly lit cigar is able to repel the odor. Rose pixie dust flares from his nostrils when he exhales, one of the few excuses he has to break open an overpriced cigar box gifted to him from his appointment two years ago.
"I hope everyone has enjoyed the relative peacetime since our war with Team Rocket." Like ALEXANDER STONE, Fernando does not embrace the weakness buried within his heart. Ever since Mossdeep, his life's purpose has shifted to prepare for such an eventuality. It's the whole basis of Project Avalon and every other major decision he's handed down. And now, when confronted with the inevitable, he faces it with a faux alacrity.
"Any average and below-average combatants should focus on evacuation orders. We need to move as many people out of Hoenn as possible. Those who cannot make it to Sinnoh or Johto should travel as far in-land as possible." His gaze lines up with Katherine's figure, nodding as if to affirm her conjecture. "Under the assumption that they're invading we must plan for the worst case scenario: a complete and utter siege of the region. If the Ultra Beasts they control are anything like the ones we've fought up until now then regardless of where they attack, we need to be able to route supply lines and reinforcements. Geographically, Mauville will be our best and last measure of defense. Slateport should continue to be our main means of transportation in and out of the region."
Logistically, the discussion of rank and title are pointless. Whoever ends up being Champion or Elite Four will end up shortied all the same. As for Tapu Koko, Fernando ignores that as well, having no control over what the Pokemon will decide. His mind lingers back to the Pokemon's first candidate but he doubts it'll accept being a rebound.
"Thankfully, in terms of firepower, Tapu Koko is not alone. Multiple Legendary Pokemon have started to show their face in Hoenn. Several are now working directly with the League. We'll have to supplement them with our ranks in order to draw out their full potential."
There's a grim smile on his face as the MISTY TERRAIN bleeds out with every word.
"Ultimately, Hoenn's been under siege once before and we came out triumphant. Our enemy is stronger this time but so are we."

in all of selena’s tenure as lilycove gym leader, it is the first time she receives a summon. such occassion is rare for hoenn league, especially when gym leaders are even invited. she hears of the challenges hoennians have to face throughout the years and yet she only takes the job as a mere tool to cut off her leg work hours. but the crown weighs heavy with each passing hour.[break][break]
she sits with a comparable discomfort as everybody else. beneath the pale lighting, the flashes of colors from the screen, sapphire orbs shift through faces as the commissioner speaks. selena knows she cannot blame them. ultra wormhole, war, champion, avatar. all of these are too much to be taken at once.[break][break]
Katherine Fairburne responds the obvious to the query skyler dross makes. ALEXANDER STONE follows with his own proposal. the kalosian thinks he must be only looking out for his city, like how other gym leaders would, but selena thinks sootopolis isn’t the entire hoenn.[break][break]
“make lilycove one of our strongholds,” her voice is stern but modest. “petalburg and slateport, too. i think wormholes can only manifest by the sea and not in-land. that’s what happened in mossdeep and slateport. i may be wrong. i’m not even a strategist. but she already spotted one just outside my city. if we can block their potential entry points, we might stand a chance. besides, we have Laurence Anderson’s rangers on the east, too.”[break][break]
on the subject of a provisional champion, selena is indifferent to dahlia’s persistence to produce one. she appreciates the value that comes with it but she knows if they cannot regain the public’s trust to prepare for an upcoming war, so as an appointed champion. however, she chooses to refrain from making a comment.[break][break]
when the surge of yellow washes over the dark conference room, selena tries to compose herself in front of power. a legend graces their presence within the walls of league headquarters. its power overwhelms selena.[break][break]
“and we’ll win with tapu koko,” soft words escape her almost sealed lips. it is only a myth for quite some time, a story passed from one generation to another about certain island guardians. it is a only for a brief moment, but when the guardian’s eyes meet with selena’s, she begins to understand the power it possesses.[break][break]
but when dahlia speaks, selena stays mum. does she have the confidence of tapu koko? the kalosian doesn’t know. she might not know, for only the legend can choose an avatar for itself.[break][break]

He would already be in his seat as other began to pile in, a thin line formed between his lips- the normal curvature of a smile displayed more often than not now replaced with a look of placid; or maybe indifference. It was hard for him to set a finger on the emotion he felt at the moment, so the most he could offer was the look he had supplied, one befitting of the uncertainty he had been managing at the moment.
He ponders, the need to protect Hoenn and its inhabitants reigning supreme over all in Kim’s mind, now more than ever considering the people he wants to protect are inhabitants of this region... But to fight an enemy who they know so little about? This could not, and just would not, sit right with Kim.
And though he mentally wagered more peaceful approaches to this “invasion” his hand would not stay from doing what he had be entrusted to, endlessly tapping away at a laptop as he sent out messages to those that worked directly under him- a call to arms and evacuation of cities set to ring out across the league by the end of this meeting.
Half paying attention to Dahlia as she spoke, Kim pondered the right words to say that could make or break the envision of a calm and orderly evacuation he had in mind. But with the release of the Tapu, his hands would come to a halt, Kim squinting as he stared at the legendary- easily slipping on a pair of heart shaped sunglasses before getting back to the work; the musing of others not lost on him as be continued to take notes off of those within the occupied room.
“Damn Ferny, that was slick.”
Kim says offhandedly in a chuckling tone, hands continuing to tap away at the keypad.
“You lowkey look real cute when you get all inspirational like that.”
kyle doesn't know which part of the meeting should he address first: the position that puts him in a much higher pedestal, the legendary that he had once denied to be its avatar that most likely harbors bitterness towards him, or the current situation of the region.
his eyes stray away from the tapu koko's gaze. it wouldn't be in this predicament if kyle had accepted its offer last year. eventually, he meet's bailey's glance. he swallows before he actually stands up from his seat, finally taking a move to go past the awkwardness.
"i-i think i need to use it more," he responds to bailey's claim, smiling awkwardly at her.
kyle carries opinions against the statements of silph, desmarais and fairburne, but keeps it in him. the thought of voicing it out in front of a large crowd, many of whom carry an almost intimidating confidence, unnerves him. somehow, he's more confident being put up to the front lines than here.
besides, he just wants to get out of the tapu koko's scornful glare.
kyle attempts to exit the room before bailey, trying to keep his composure despite the hurry. he doesn't want to ruin the serious atmosphere of the meeting with his childish insecurities and fear of responsibilities with the claim on the champion seat after all.

Even though he kept his face as calm as possible, his hand reached for his phone in his pocket and quickly hammered out a message that he sent to several important people to ‘get ready just in case shit goes down’ while trying to keep the context of said messages as vague as possible.
He looked around and took silent attendance, noting that one of the new faces present was that of the lady who’d come by for a challenge sometime recently. Either way… he blinked and listened to everything going down in silence. He couldn’t betray the shock and surprise on his face.
“And—and what of the other cities? Are you telling us to just outright abandon them?” he spoke up after what felt like an eternity, wondering where his Ranger friend was. Who knew if he was here, even? He knew as much that Fortree was one of the more ‘out of the way’ cities that wasn’t up to date in terms of technological advancements but hell be damned if he had to force-close the Sanctuary and render the volunteer staff he supported jobless.
“Where would you have alternate locations for treating the injured during the siege? Injured people, injured Pokémon?” he added a few moments later.
More importantly—the presence of the Pokémon that he saw made the hairs on the back of his neck stand up on end. The thing was, he was in the middle of chasing down a certain… tale, hoping that he would be able to find what he was looking for in time. But if he couldn’t find what he was searching for before war came down upon them, well…
Needless to say they were all fucking screwed. Him more so than his siblings, to say the least.
The… the ‘stench’ of what he thought was a sickly-sweet odor assaulted his nostrils but he shook his head in an attempt to clear his mind. Everything just literally hitting the fan all at once was too much for him.
Arceus be damned if he was going to abandon Fortree, there was no way he would leave everyone there alone.

Lucas stood by the only entrance to the conference room taking attendance. He stood vigilant alongside Dahlia's stoutland with a clipboard in hand.
kim cole-essam was the first to be crossed off the list of attendees, much to Lucas' surprise. Other attendees would pour into the room soon after, each having their name crossed off the list after a mere glance. Attendees like Remiel Calcifet and Laurence Anderson took longer to scratch off the list, as their names took a moment longer to come to mind.
When Dahlia began the meeting Lucas took it as his cue to leave his post. Flipping a furled blank sheet of paper back over the attendance sheet he went to take his seat. Lucas pulled a black brief case off his chair before sitting. He unlocks it with a key before putting the clipboard in and closing the bag.
Silently Lucas listened to Dahlia as she gave her speech. [break]
