Dozens of Pokemon scoured the city, looking around for any signs of those posters that popped up in Littleroot - and tearing them down.

Hideo received no word about this development. The wording was vague and harsh - like it was meant to rile up as many people as possible as quickly as possible. He'd received no word about this development despite being a Gym Leader - despite the League even willing to tell Gym Leaders about their upcoming military action.

He didn't even know if it applied to him too. And there was no way he was giving up any of his Pokemon.

It had to be some kind of Rocket propaganda campaign. It didn't make any sense otherwise.

This wasn't what the League was supposed to be.

So he sent his Pokemon out to destroy every poster they could find.

And they'd keep it up until the League gave him an explanation.

After carefully reviewing the proposed policy, I think the League is making a fatal mistake with this new law. Safety is important, yes, but the League has failed to consider the complete ramifications of what is effectively a declaration of martial law.

The economic impact this will have on Hoenn will be catastrophic. This new law will effectively make Pokémon breeding, a multi-billion PD industry here, illegal for all commercial purposes. Farming will be made needlessly difficult without being able to possess more than three Pokémon. This will cause great and unnecessary hardship by skyrocketing food prices.

Any business that relies on the ability to use Pokémon in large numbers will go bankrupt, and this will have a cataclysmic ripple effect as those employed by these companies will be forced into unemployment. If these laws pass, I will be forced to cut over half my staff from Mauville Gym and turn it into a battle facility only. Mauville Racing Grounds pulls in a tremendous amount of revenue for Mauville City and the League as a whole.

The environmental impact would also be catastrophic. Before we had Pokémon aid us in our everyday tasks, both at work and at home, we had machines to do many of them. Fossil fuel-burning machines that irreparably pollute our environment. Such a law will necessitate reintroducing those machines into widespread use and disrupt our diverse and sensitive ecology.

We already have the ledger the Pokémon Storage System uses that you can pull a database from; requiring all trainers to register their Pokémon into a separate regional database seems like needless work. As a Pokémon League, you should have administrative access to the Pokémon Storage System. It would be much more efficient to use the framework that is already there. This proposal also reeks of a giant invasion of privacy. It is unprecedented for a League to have this level of access to a trainer's Pokémon data.

As much of a concern as the economic, environmental, and sociologial impacts are, the biggest issue, by far, is the humanitarian impact. Pokémon are living, intelligent things. How are you going to care for the millions of displaced Pokémon in the region? Are you going to compensate people for the Pokémon you are taking away from them? Even if you have a plan to take care of them, enforcing this type of legislation is going to be a logistical nightmare.

Limiting League personnel to six Pokémon is needless and interferes in their capability to do their jobs. Six Pokémon cannot possibly cover every circumstance even a Ranger will encounter. As second-in-command of Mauville's Rangers, I can already see that this needless restriction will impact our ability to respond to disasters and even perform our daily functions that make the Rangers as useful and reliable as they are now.

If this declaration of martial law -- I will not mince words, that's what it is -- goes public in its current form, there will be mass riots across every street in Hoenn. Exemptions for Avatars and select League personnel will come off as a power grab by the bourgeoisie. These are the same types of tactics that dictatorships uses -- the type of dictatorship that declan walsh would establish were Rocket to overthrow the League. We don't need our own civilians fighting against us. We need to be united and utilize every scrap of power we have if we want to win this war.

As someone who has an exemption due to Champion status, I implore you. Please seek alternative measures to this overreaching act. There are a myriad of ways to keep Hoenn's streets safe. This is not one of them.

Oliver was going in to do a minor report before checking to see if there were anything for him to do out in the field. What he punk ranger didn't see coming was the poster. Well, he had to go through a small crowd to see it. The people were looking at his expression go from smiling to frowning, to outright disgust. His normally calm demeaner broke as he tore the poster off. "Dragonite, scour the city of these posters. Take them down. Meet me by the Ranger HQ." With a salute, his dragon started waddling away to find more posters. "I apologize, folks. Let me go find out what the hell this is all about." It was clear as day that this caught him off guard. The people there seemed appreciative about this, and gave him the space needed to run to Lilycove's Ranger Headquarters.

Entering the building, activity was buzzing. The poster he ripped this one off of was a League building. Storming into LANCE VOLLANS's office, Oliver slammed the poster down on the desk. "I hate drawing comparasons, but is the League this inept? Johto didn't even go this far. This isn't even counting the public backlash. Full blown war may have been inevitible, but I would have thought these measures weren't needed. Hell, they're so vague that it borders on outright tyranny. Please tell me you have some answers, because this is bullshit." If he had half a mind, he'd be on a plane back to Johto to report that Hoenn is a lost cause. Between the inept leaders and more, there would be no hope for this region.

He tore the paper off his gym's bulletin board, frowning. The people crowded around the board, worried looks stretched over their faces as the gym leader scanned the contents.

"Where did this come from?" He asked the people gathered, then his gym trainers, none of whom could offer him a satisfactory answer.

His frown grew deeper, his hand reaching out to tear off the rest of the copies from the board.

"I've recieved no such information." He declared simply, turning to look at his staff. "Dispose of them all immediately."
